AI Contract Overview
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Sigonella, acting on behalf of the Forward Deployed Regional Maintenance Center (FDRMC), is conducting market research through a Request for Information (RFI) to gather industry input on large ship repair and maintenance services at Naval Station Rota, Spain. This RFI is a follow-up to a previous Sources Sought Notice and is intended solely for information and planning purposes; it is not a solicitation, and no proposals are being requested or accepted at this stage. The primary objective is to share a draft Statement of Work (SOW) with potential contractors and invite feedback on various aspects including the clarity and feasibility of the requirements, potential performance risks or barriers, best practices, innovative approaches, performance standards, and contractor qualifications. All input received may be used to refine the final SOW and acquisition strategy for a planned solicitation expected in December 2026. Respondents are encouraged to submit comments and recommendations clearly referenced to the draft SOW by the stated deadline, with all costs borne by the respondents. The focus of the contract is on ship repair and maintenance services under NAICS code 336611, related to shipbuilding and repairing, specifically servicing large naval vessels at the Rota facility. Security requirements mandate that contractors must be capable of obtaining U.S. Secret-level security clearances for personnel and comply with relevant DoD and National Industrial Security Program regulations, particularly for foreign entities operating on U.S. naval installations abroad under Status of Forces Agreements and bilateral defense agreements. Contractors must demonstrate qualifications such as MSRA or ABR agreements, ISO 9001:2015 certification, dry-dock credentials, and classification society approvals including ABS or equivalents. Compliance with Spanish labor laws, environmental rules, port authority regulations, and necessary local permitting is also required. The solicitation environment is full and open competition with no anticipated set-asides. In addition to capability statements, respondents are advised to include detailed technical data or past performance documentation as appendices, and all submissions must adhere to format and page limits. The government emphasizes that this is a market research initiative only and will not reimburse costs related to response preparation.
