Sources Sought for the Recapitalization of the Navy’s High Voltage (230kV) Transmission Loop and all Ancillary Equipment at Naval Submarine Base Kings Bay, GA

THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR EITHER A QUOTE OR PROPOSAL, OR AN INVITATION FOR A BID.  THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY POTENTIAL OFFERORS TO RECAPITALIZE THE NAVY’S HIGH VOLTAGE (230KV) TRANSMISSION LOOP AND ALL ANCILLARY EQUIPMENT AND GEAR AT NAVAL SUBMARINE BASE (NSB) KINGS BAY, GEORGIA, IN COMPLIANCE WITH ALL APPLICABLE NAVAL AND UTILITY PROVIDER PHYSICAL AND CYBERSECURITY REQUIREMENTS WITH SEAMLESS COORDINATION AND SINGLE POINT OF ACCOUNTABILITY FOR EXECUTION WITHOUT UNNECESSARY SERVICE DISRUPTIONS, DELAYS, OR ADVERSE IMPACTS ASSOCIATED WITH COORDINATION OF REQUIREMENTS BETWEEN BULK POWER FEED AND INTERNAL POWER DISTRIBUTION AND ALLOCATION. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE CURRENTLY AVAILABLE. 

The purpose of this notice is to gain knowledge of qualified and interested participants in any of the following categories: large business; small business; U.S. Small Business Administration (SBA) certified 8(a) business development participants; SBA certified HUBZone small business concerns; service-disabled veteran-owned small business (SDVOSB) concerns; veteran-owned small business (VOSB) concerns; and women-owned small business (WOSB) concerns.  Potential sources should have current relevant qualifications, specialized experience, security-cleared personnel, security approvals, equipment, financial capability, and cybersecurity certifications and expertise relative to the project. The project entails the wholesale recapitalization and cybersecurity hardening of the 230kV electrical power transmission loop at NSB Kings Bay, Georgia. This is a military sensitive installation key to the nuclear deterrent mission and the utility infrastructure to be recapitalized, along with all systems, must be seamlessly connected to the 230kV grid line owned and operated by Georgia Power Company (GPC). Prior experience in interconnection and coordination with the utility provider will be considered an essential requirement when vetting viable experience. Specialized capabilities currently assumed to rest solely with the utility provider are considered essential for the timely and cost-effective completion of the project without coordination delays, interoperability concerns, and unforeseen adverse impacts in the integration and management of the project execution and subsequent receipt and transmission of power to the base tenants and supported commanders. Therefore, the project is being considered for procurement under other than full and open competition as implemented by Federal Acquisition Regulation (FAR) 6.103-1 with the regulated utility service provider.

This acquisition may result in the award of a design-build type (DB) effort for the wholesale recapitalization and cybersecurity hardening of the high voltage transmission line and associated gear at NSB Kings Bay, Georgia. Work will include relocation of the high power loop and crossing tower across the North River to a geotechnically stable site; replacement of conductors  along the primary transmission corridor ensuring cybersecurity consistent with proprietary technology of the utility provider to eliminate vulnerabilities and ensure continued provision of power leading to thermal capacity for Columbia-class shore power loads; replacement of closed circuit television (CCTV) metering transformers with fault monitoring capability; replacement of porcelain insulators, high-voltage bushings, surge arrestors, and ground-grid bonding systems ensuring compatibility with incoming power feed loads and feeds; removal of manual or gang-operated air disconnect switches at the entry bays of Substations  1 – 3; installation of smart, supervisory-controlled Motor-Operated Disconnects (MODs) and vacuum/ SF6 circuit breakers equipped with high-speed differential bus and transformer protection schemes; and wholesale modernization of substation digital protective relays utility-grade devices with full integration of encrypted Supervisory Control and Data Acquisition (SCADA) telemetry between Navy substation terminal units, emergency generator control points (30MW generation fleet), and the utility provider’s bulk power dispatch centers. All telemetry and relay configurations must comply with North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) standards, applicable DoD Unified Facilities Criteria (UFC) 4-010-06 for Industrial Control Systems (ICS) standards, and ad-hoc compatibility with existing utility infrastructure as determined by the agency.

The anticipated period of performance is approximately 900 calendar days from award. The estimated magnitude for this procurement is between $100,000,000.00 to $250,000,000.00. Any resulting contract action will be firm-fixed-price.  The North American Industry Classification System (NAICS) Code is 237130, Power and Communication Line and Related Structures Construction (Small Business size standard of $45.0M); or 221122, Electric Power Distribution (Small Business size standard of 1,100 employees).

In accordance with Federal Acquisition Regulation (FAR) 15.101(c)(2), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this notice is strictly voluntary.  The Government will use the sources sought responses along with other market research to make various determinations regarding the procurement of the subject requirement.  Industry will be notified of the results of the market research via the pre-solicitation/synopsis notice as applicable.  Currently, GPC, is a known source that meets the Agency’s requirements. GPC owns, operates, and regulates the regional 230kV transmission grid (Colerain and Kingsland lines) delivering bulk power to NSB Kings Bay and the upgraded 230kV air switches and transformer protection devices must integrate directly into GPC’s macro-grid schemes and automated fault isolation controls.  Modernization of the 230kV air switches and protection schemes requires integration into GPC’s central automated switching fabric. GPC operates under mandatory federal cybersecurity standards governed by NERC CIP, with direct access to the Electricity Information Sharing and Analysis Center (E-ISAC). GPC has the proprietary network access, cryptographic protocols, and security-cleared personnel required to integrate the base’s high-voltage protective relays with its macro-grid automated fault-isolation systems. Third-party contractors cannot be granted access to GPC’s proprietary SCADA switching software.  A sole-source action is anticipated and responses to this notice will be addressed in any subsequent approval documentation. However, a determination by the Government not to compete the subject project based on this notice is solely within the discretion of the Government.  

Interested and responsible parties experienced in wholesale high-voltage power line work in Tier 3 security military installations with all necessary credentials and accreditations for both applicable naval and regional integration and interoperability standards, with emphasis on cybersecurity specifications may identify their interest and capability to respond to the requirement.  Interested and responsible parties should utilize the attached questionnaire to respond to this notice. Any questions may also be submitted via email to the recipients identified above prior to the due date for responses.  No additional questions will be addressed.  Interested parties are responsible for verifying receipt of communications. If no responses are received by the due date and a time validating that obtaining services from a third-party source is more advantageous to the Government than obtaining these services through the regulated utility provider, the Government may utilize this and other information as part of the determination to proceed with a sole source procurement with the regulated utility provider.
