Sources Sought - Four Blanket Purchase Agreement’s (BPA) for Construction Materials Testing Services Performed at Four Separate Locations and Surrounding Areas

The U.S. Army Corps of Engineers, Louisville District, is conducting a market survey to assess interest from small businesses for a future procurement of four Blanket Purchase Agreements (BPAs) for construction materials testing services at Scott Air Force Base, Fort Campbell, Wright-Patterson AFB, and Fort Knox, along with their surrounding regions. The BPAs may be awarded individually or in combination, with a maximum annual value of $200,000 and a five-year cumulative ceiling of $1,000,000; no individual task order may exceed $2,500, and the government is only obligated for authorized calls. Services include field and laboratory testing per ASTM standards such as C1077 for aggregates and D3740 for soils, covering concrete, bituminous, masonry, soils, and sprayed fire-resistive materials, with work occurring during normal hours and occasional night shifts. All contractors must maintain active laboratory validation through the USACE Materials Testing Center for the duration of the BPA. Respondents must be certified small businesses as defined by SBA size standards for NAICS code 541380, with eligible categories including HUBZone, 8(a), Woman-Owned Small Business, and Service-Disabled Veteran-Owned Business. Submission requires verification of small business status, a valid Unique Entity Identifier and CAGE Code, detailed experience in multi-location testing services, acknowledgment of MTC validation requirements, and demonstration of capacity to manage services across multiple jurisdictions. The total response must not exceed eight pages and must be submitted exclusively through a designated Google Form by the August 7, 2026 deadline. Compliance with FAR 52.219-14 mandates that small businesses perform at least 15% of the labor hours themselves, and all contractors must be registered in SAM.gov to receive payment via Electronic Funds Transfer. No option periods are contemplated, and the procurement will likely follow a Lowest Price Technically Acceptable basis, with award pending sufficient market response and a formal solicitation.
