Fuel Oil Analytical Testing Services

Brookhaven Science Associates, LLC, the operator of Brookhaven National Laboratory under contract with the U.S. Department of Energy, is conducting market research to identify qualified firms capable of providing analytical fuel oil testing services for Building 610 operations at the Brookhaven National Laboratory in Upton, New York. This notice is not a solicitation for proposals but aims to gather information on businesses that can support regulatory compliance and quarterly reporting requirements set forth by the New York State Department of Environmental Conservation. The services sought include laboratory testing of #2 and #4 fuel oil, environmental compliance related to sample handling, and timely reporting of results, with an expected five tests annually for #2 fuel oil and three for #4 fuel oil. Testing is to be conducted following applicable ASTM standards such as ASTM D2622 or D4294 for sulfur content, ASTM D240 for BTU analysis, ASTM D976 for cetane index, and ASTM 5762 for nitrogen content, all performed at the contractor’s lab facility. Interested firms must demonstrate experience in petroleum and fuel oil laboratory testing supporting environmental regulatory compliance, along with detailed descriptions of their capabilities, certifications, quality assurance methods, and turnaround times.
