Grounds Upkeep for Grafton National Cemetery -- S208

The Department of Veterans Affairs National Cemetery Administration is soliciting an Indefinite Delivery/Indefinite Quantity contract for comprehensive grounds maintenance at Grafton National Cemetery in Grafton, West Virginia. This service-disabled veteran-owned small business set-aside under NAICS 561730 covers a base year from April 5, 2026, to April 4, 2027, with four subsequent option years, extending the total potential period of performance to April 4, 2031. The scope of work includes turf mowing, trimming, edging, and the removal of leaves, trash, and debris to maintain the cemetery as a national shrine. All work must be performed Monday through Friday between 7:30 am and 4:00 pm in accordance with OSHA regulations and NCA Turf and Landscape Handbook 3420 standards. Award decisions will be based on a trade-off process where technical merit and past performance are considered more important than price. Offerors must demonstrate relevant experience from the last five years and provide three past performance questionnaires. The contract requires strict adherence to the Service Contract Act for wage determinations in West Virginia and mandates that SDVOSB contractors perform at least 50 percent of the work.
