1.0 NOTICE TYPE


This Sources Sought Notice is issued for informational and planning purposes only and shall not be construed as a solicitation, request for quotation (RFQ), request for proposal (RFP), obligation, or commitment by the Indian Health Service (IHS), U.S. Department of Health and Human Services (HHS).


The purpose of this notice is strictly to conduct market research to determine the availability and capability of Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), and other responsible sources capable of performing the requirement described herein. Responses will be used to assist the Government in determining the appropriate acquisition strategy, including the applicability of the Buy Indian Act (25 U.S.C. 47) and HHSAR Subpart 326.6, Acquisitions Under the Buy Indian Act.


The anticipated North American Industry Classification System (NAICS) code is 561320 - Temporary Help Services). Respondents are specifically invited to recommend an alternative NAICS code if they believe another code more accurately reflects the principal purpose of this requirement. The anticipated Product Service Code (PSC) is Q507 - Medical - Obstetrics and Gynecology.


2.0 BACKGROUND


This requirement is for a Firm-Fixed-Price (FFP), non-personal healthcare services contract to provide qualified OB/GYN physicians for the Pine Ridge Service Unit (PRSU), Pine Ridge IHS Hospital, Pine Ridge, South Dakota.


3.0 OBJECTIVE


The objective of this requirement is to obtain up to two (2) qualified OB/GYN physician Full-Time Equivalent (FTE) positions to support clinical operations at Pine Ridge IHS Hospital and associated PRSU facilities and to ensure the continuous delivery of medical services to the patient population served by the Pine Ridge Service Unit.


4.0 SCOPE


The Contractor shall provide qualified OB/GYN physician services in accordance with the attached draft Performance Work Statement (PWS). All services shall be performed in compliance with applicable federal, state, tribal, and local laws and regulations, as well as applicable professional licensing, credentialing, privileging, accreditation, and facility requirements.


5.0 ANTICIPATED CONTRACT TYPE


The Government anticipates awarding a Firm-Fixed-Price (FFP), non-personal healthcare services contract or order. The final contract type, pricing structure, and acquisition approach will be determined after completion of market research and development of the solicitation.


6.0 PERIOD OF PERFORMANCE


  • Base Period: Ten (10) weeks.
  • Option Periods: Twenty-five (25) 10-week option periods, if exercised by the Government.

Respondents are requested to comment on the commercial practicality of this period-of-performance structure in Section 9.0 below.

8.0 PAYMENT / INVOICE SUBMISSION


Any resulting award will require electronic submission of payment requests through the Department of the Treasury Invoice Processing Platform (IPP), or successor system, in accordance with HHSAR 352.232-71, Electronic Submission of Payment Requests. Additional invoicing instructions will be provided in any resulting solicitation and award.


9.0 CAPABILITY STATEMENT SUBMISSION REQUIREMENTS


Interested parties are requested to submit capability statements demonstrating their ability to perform the requirement. Responses should be sufficiently detailed to support meaningful market research and should address the following, as applicable:


1. General Capability Assessment
Provide a brief description of the respondent's understanding of the requirement, including perceived challenges, feasibility, and any innovative approaches or recommendations.


2. Relevant Experience and Performance History


  • Current capability and capacity to perform similar work.
  • Prior experience performing comparable healthcare staffing or physician services of similar scope and size.
  • Organizational experience and management approach.
  • Examples of relevant federal, state, tribal, or commercial contracts.

3. Technical Capability
Provide evidence demonstrating the ability to furnish and sustain up to two (2) OB/GYN physician FTE positions and to meet the requirements described in the draft PWS, including recruitment, credentialing, privileging, scheduling, Regular Hours coverage, On-Call coverage, and continuity of care requirements.


4. Business Information

Identify any applicable GSA Schedule, Governmentwide Acquisition Contract, Indefinite-Delivery Vehicle, or other procurement vehicle that may be available for this requirement.


7. Acquisition and Pricing Structure Recommendations


  • Whether the contemplated 10-week Base Period and twenty-five (25) 10-week Option Periods are commercially practicable and support effective physician recruitment and retention.
  • The recommended unit of measure for pricing (e.g., hour, month, shift, 10-week performance period, or another unit) and the rationale for that recommendation.
  • Whether Regular Hours and On-Call Hours should be separately priced and, if so, the commercial basis typically used for each.
  • Typical recruitment, credentialing, privileging, and mobilization lead time for qualified OB/GYN physicians.
  • Any anticipated challenges associated with maintaining continuous coverage at PRSU facilities, including the on-call response requirement, remote location, housing, and travel between facilities.
  • Any recommendations that may improve competition, staffing continuity, pricing clarity, or overall contract performance.

Formal quotations are not requested. Respondents may provide nonbinding budgetary or Rough Order of Magnitude (ROM) information, including the recommended pricing unit(s), solely to assist the Government with acquisition planning. Any such information will not be treated as an offer for award.
