This Request for Information (RFI) is issued by the Office of Personnel Management, Office of the Inspector General. Note that this is not a request for quote. A determination by the Government to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This RFI seeks industry comments to assist the Government in locating potential sources with the ability to satisfy its requirement. Firms that believe they can provide the needed services that fully meet the Government's requirements may submit substantiating documentation to determine capability. The OPM OIG is seeking an online investigative platform to meet the needs of OIG staff. The investigative platform should provide a web-based online search and retrieval service that provides vital public and private information on individuals and businesses. The need for this information is imperative for our office to effectively pursue final prosecutorial outcomes. In order to meet the mission, the department must be able to perform investigative, medical sanctions, and debarment research. Procurement of the investigative service is vital to the safety of our staff. Prior to any type of interaction with a subject or witness, the Government must have a handle on many aspects of the individual or business. Information such as concealed weapons permits, criminal actions, civil liens and judgments and even bankruptcies must be known. Our experience finds that an investigative Service provides this and much more invaluable and consolidated information, whereby ensuring our staff is fully aware of any situation they may find themselves in. The vendor shall provide online search and retrieval service to include all requirements as stated in Attachment 1: Specific Requirements. Potential sources are invited to submit a Capabilities Statement describing the requests stated above, to the "RFI: OPM/OIG Audit Software Program ". All responses should be submitted via e-mail address to kerryann.nakouye@opm.gov no later than 10:00 AM (EST) on October 24, 2022. Only attach MS Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence. Telephonic inquiries will not be considered.
