Sources Sought - KY1A Bushing Replacement, Western Area Power Administration, Sierra Nevada Region

The Western Area Power Administration, Sierra Nevada Region, is conducting a sources sought notice to gather market information for the replacement of KY1A bushings at the Trinity Substation located in Lewiston, California. This notice is strictly for market research purposes and does not represent a solicitation for proposals or a commitment to award a contract; no obligations or reimbursements are implied. The work requires a contractor to perform all tasks associated with replacing transformer bushings in accordance with original equipment manufacturer specifications and industry standards, including draining and circulating insulating oil, vacuum filling, pre- and post-electrical testing, and ensuring compliance with federal, state, and local regulations, including OSHA and IEEE C57.104 guidelines. The contractor must supply all personnel, equipment, tools, materials, and supervision necessary to complete the work safely and reliably, with a performance period from August 1, 2026, through November 30, 2026. All work is to be conducted on-site at the Trinity Substation, where the Government will provide site access, power, waste disposal, and historical data such as oil test reports and nameplate information. Respondents must be registered in the System for Award Management and maintain an active Unique Entity ID and CAGE code. Submissions must include the organization’s tax ID, point of contact details, website, business size status under NAICS code 811310 with a $12.5 million size standard, and socioeconomic certifications if applicable. Security requirements are stringent, mandating Government-issued identification badges, prohibition of weapons on site, immediate reporting of lost credentials, and adherence to access control protocols. Contractors must submit a safety plan, spill prevention plan, employee list confirming U.S. citizenship status, and a work schedule within 10 calendar days of award. Foreign nationals require 45 days’ advance notice and explicit approval. Performance will be evaluated on technical acceptability, with no acceptable quality level violations permitted for critical tasks such as oil processing, bushing installation, and electrical testing, assessed using adjectival ratings of Exceptional through Unsatisfactory.
