The U.S. Navy, through Naval Sea Systems Command, is conducting market research under solicitation N00024-26-R-2435 to identify shipyards capable of designing and building Landing Platform Docks (LPDs) for the Flight II variant, with detailed design and construction to occur at the contractor’s facility. The target vessel measures 684 feet in length, 105 feet in beam, and displaces 25,300 tons at full load, requiring shipyards to demonstrate sufficient physical infrastructure, including dry docks, launchways, and water depth capabilities, to support construction and delivery. Respondents must indicate whether they can meet production readiness by the end of FY2028 with existing facilities (Option A) or if they require a validated plan to construct and certify new infrastructure by FY2032 (Option B), including detailed timelines, capital investment needs, and government support requirements. Submissions must include a comprehensive assessment of facility upgrades, dredging, shore services, warehousing, and the ability to safely secure LPD-sized vessels in extreme weather. Interested parties are required to provide information on their production strategy, including a milestone schedule from fabrication to delivery, perceived risks such as supply chain constraints or workforce shortages, past performance on similar vessels, and pricing approaches. Shipyards must disclose current and projected workloads, labor composition, workforce turnover rates, skill ratios between journeyman and apprentices, and capacity to expand labor without compromising existing commitments. Manpower breakdowns across production, engineering, and quality assurance roles must be provided, alongside an evaluation of local labor availability and the timeline needed to recruit and train additional skilled personnel. Facility plans must detail proposed capital investments, including cranes, assembly halls, and dock expansions, with supporting diagrams and certification status for all critical infrastructure. Responses are limited to 1-page cover sheets and 20-page technical submissions in PDF format, marked as business-sensitive to ensure confidentiality, and must be submitted by August 14, 2026, through the designated email contacts. This notice is a sources sought action, not a solicitation, and responses will not form a binding agreement or entitle respondents to reimbursement.
