This is a sources-sought notice issued by the 436 Contracting Squadron at Dover Air Force Base, Delaware, under solicitation number FA4497-LLDTS-2026, seeking industry feedback on the capability of vendors to provide 24/7/365 local telecommunication services in support of military operations at the installation. The requirement includes the operation, maintenance, and repair of local and long-distance telecommunications systems with service availability of at least 99.9 percent, including emergency restoration within one hour of reported outages and full restoration within eight hours for critical incidents, twenty-four hours for serious outages, and up to two days for routine issues. Performance is governed by a draft Performance Work Statement and must comply with Federal Communications Commission, Air Force, and ITU standards, including Quality of Service requirements for latency and jitter on voice and video traffic. Services must interface with government-provided termination points such as MDFs, DSX panels, and RJ-45 jacks located at specified facilities, including Building 310, with all aerial cabling strictly prohibited without explicit authorization. Vendors must demonstrate capability through submission of their CAGE code, small business status, and any active GSA contract numbers, along with Interconnection Agreements if acting as a Competitive Local Exchange Carrier. All responses must be submitted via email to Angela Nartowicz or Justin Bordalo no later than May 8, 2026, along with supporting documentation such as technical proposals, cutover plans, and site-specific compliance evidence referenced in Appendices 1 through 3. The contract, if awarded, is structured with a one-year base period and four additional option years contingent on satisfactory performance, including adherence to Telecommunications Services Priority protocols and timely submission of labor reports via the eCMRA system. Contractor personnel require U.S. work authorization and criminal background investigations for unescorted base access, and all subcontractors must comply with OPSEC and DD Form 254 requirements. No pricing details or contract value are provided in this pre-solicitation stage, and no formal evaluation factors or award criteria are outlined, indicating this is a market research effort to identify qualified vendors prior to formal solicitation.
