Sources Sought Notice- Extra High Voltage (EHV) Hot stick/Barehand/Rope Access training for Craft members

This is a sources sought announcement issued by the Western Area Power Administration’s Desert Southwest Region to conduct market research for the provision of Extra High Voltage (EHV) Hot Stick, Barehand, and Rope Access training for craft personnel. The announcement is not a solicitation and does not obligate the government to award a contract or reimburse any costs incurred by respondents. The goal is to identify qualified vendors capable of delivering an 80-hour certification training program to up to 30 participants at the Flagstaff Transmission Line in Arizona, with the Pinnacle Peak Line as a backup location. Training is scheduled for September 14–25, 2026, over 12 calendar days, with a potential three-day extension granted solely for inclement weather, and must be conducted between 7:00 a.m. and 4:00 p.m., Monday through Friday, including weekends. All instructors must meet stringent qualifications, including fluency in English, physical ability to climb structures up to 400 feet, and proven experience in energized EHV work methods using hot stick, barehand, and rope access techniques. The training must comply with OSHA regulations (29 CFR 1904, 1910, 1926), require the use of Job Hazard Analysis and Stop-Work Authority protocols, and result in the issuance of certificates of completion to successful trainees. Vendors must respond in writing by 5:00 p.m. ET on May 8, 2026, to reyeswiltz@wapa.gov with the subject line “SOURCES SOUGHT,” and must provide their business size as defined by the NAICS Code 611430 (Professional and Management Development Training), with the small business size standard set at $15.0 million in average annual receipts. All respondents must maintain an active registration in the System for Award Management (SAM.gov). The government will evaluate responses to inform future acquisition decisions, and while no evaluation factors or contract value are disclosed at this stage, the eventual solicitation may include requirements for contractor-provided training materials and use of government-furnished equipment. Contract administration oversight will be handled by the contracting officer and contracting officer’s representative based in Phoenix, Arizona, and the government retains full authority for inspection and acceptance at the training location.
