THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.
DESCRIPTION: Immigration and Customs Enforcement (ICE) is contemplating awarding several Single Award Construction Contracts (SACC) Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles designed to support a broad range of construction-related services at various ICE owned facilities throughout the continental United States and outside the continental United States. The SACC IDIQ is intended to provide a critical in-place contractual mechanism to meet the evolving infrastructure needs at numerous Department of Homeland Security (DHS) ICE facilities. The IDIQs will support general construction, alteration, modification, repair, demolition, design-build, Building Information Modelling (BIM), and new construction of buildings, facilities, and real property. It is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs and not a requirements contract. All contractors will need to have capacity to manage multiple Task Orders concurrently.
The SACC IDIQs are also intended to support emergency responses to natural disasters and emergencies and to provide a highly flexible construction contracting vehicle for ICE.
This notice is intended strictly for market research purposes only. Information gained from this notice will be used to determine acquisition strategy and any potential small business set-aside opportunities. The Government shall endeavor to utilize this contract to the maximum practical extent. However, the Government reserves the right to perform, or have performed by others, any services required, and doing so shall not breach or otherwise violate this contract. These IDIQ contracts could have a period of performance of at least five years, potentially separated into a base period and one or more option periods.
ICE anticipates awarding multiple IDIQ contracts (potentially 9), and the cumulative maximum ordering limitation (MOL) would be $10,000,000,000. The total MOL will be available at award to be utilized over five years if all options are exercised. The minimum task order value would be set at $100,000. Estimated project magnitude shall be between $100,000 and $10,000,000,000.
The Government anticipates that task orders over the threshold for large-scale construction projects (currently $10 million) would require a Project Labor Agreement (PLA) unless an exception is approved.
The NAICS Code assigned is 236220 – Commercial and Institutional Building Construction with the Small Business Administration (SBA) size standard of $45 Million.
SCOPE: Work under this requirement shall include all management, personnel, labor, equipment and services necessary to design, provide National Environmental Policy Act (NEPA) consultation and document preparation, renovate, and construct new site infrastructure and facilities as well as repair existing facilities and infrastructure. This effort includes the ability to provide support for all facility types at the designated ICE location. The SACC IDIQ is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs. All contractors will need to have capacity to manage multiple high value, time-critical complex facility construction Task Orders concurrently.
The scope of work under the SACC includes, but is not limited to:
General construction.
Alteration, modification, and renovation of existing facilities and infrastructure.
Repair of buildings and infrastructure.
Replacing or providing building equipment and furniture.
Providing or upgrading security systems.
Demolition of structures and facilities.
Design-build services.
Site development, utility installation and improvements
New construction of buildings, facilities, and real property.
NEPA reviews, coordination, and document preparation to include decisional documents for ICE/DHS approval and processing.
Building Information Modelling (BIM)
