Offerors must submit a technical quote and price proposal by September 16, 2026, and must comply with REAL ID requirements for site access. Payment will be processed via Wide Area Work Flow and Electronic Funds Transfer. AI Contract Overview

The Albuquerque Area Office of the Indian Health Service is conducting market research through a Request for Information to determine the availability of qualified small businesses capable of providing pest control services at the Zuni Comprehensive Community Health Center in Zuni, New Mexico. The requirement encompasses routine inspection, treatment, and prevention of insects and rodents in hospital facilities and government housing quarters, along with on-call and emergency response services under NAICS code 561710, though alternate codes may be proposed with justification. This is strictly a pre-solicitation action intended for acquisition planning and not a solicitation for proposals or binding commitments. The Government is specifically exploring the feasibility of a full set-aside under the Indian Small Business Economic Enterprise (ISBEE) program authorized by the Buy Indian Act, making ISBEE certification the central eligibility criterion. Respondents must confirm active registration in the System for Award Management and provide detailed company information including Unique Entity ID, size status under the NAICS code, and socioeconomic classification. A completed ISBEE Representation Form is mandatory for those claiming Indian Economic Enterprise status, and failure to submit all required elements will result in a non-responsive designation. Responses must be submitted via email to Shannon Eldridge-Shorty no later than 3:00 PM Mountain Time on May 26, 2026, and must include a capability statement demonstrating proven experience in delivering similar services. The IHS is not currently establishing contract terms, pricing, or performance periods, and no evaluation factors or award criteria are being solicited at this stage. All information provided will be used solely to assess market capacity and inform future procurement strategy. Compliance with the Buy Indian Act and proper representation of socioeconomic status are paramount; knowingly submitting false information may lead to penalties under federal false claims and false statements statutes. While the contracting office is located in Albuquerque, New Mexico, all services must be performed at the Zuni site, and no packaging, delivery, or invoicing details are applicable since this is purely a market research effort. Any future solicitation will require separate responses and will not be implied by participation in this RFI.
