THIS IS A REQUEST FOR INFORMATION – SOURCES SOUGHT ONLY AND YOUR RESPONSE IS NOT AN OFFER. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested. Responses will be treated as information only and not as a proposal.


This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for a solution. In accordance with RFO FAR 15.101(c)(2), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.


BACKGROUND/PURPOSE: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to evaluate and determine available sources with competencies and capabilities to provide one (1) Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device that is sensitive between 50kHz-750kHz and can make measurements in the picotesla range to enable detection and mapping of long linear subsurface conductors and that meets all specifications as provided in the DRAFT Description of Requirement (DOR) document.


The DRAFT DOR is attached. Please note this is subject to change.


North American Industrial Classification System (NAICS) Code applicable to this sources sought is NAICS 334519, Other Measuring and Controlling Device Manufacturing. The Small Business Size Standard for this sources sought is 600 employees.


The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Quote (RFQ) is released for the required item.


Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information or changes pertaining to this requirement.


Respondents are requested to review the attached DRAFT DOR and submit responses to the following:

2. Answer the Following Questions:  All interested contractors (both large and small) are requested to provide written responses to the questions below. A response to this RFI is necessary in order to assist ERDC in determining the potential levels of interest, adequate competition, market availability and technical capabilities within the Large and Small Business Community to provide the required item.


      Question #1: Does your company have the capability to fabricate the instrumentation (physical, electronic) as described in the  DoR? If not, please explain why not.


       Question #2: Does your company have the capability to develop and provide software to both operate the instrument and store the combined GPS and EM data as described in the DoR? If not, please explain why not and state which aspect cannot be provided.


       Question #3: Does your company have the ability to obtain all the requested peripheral components as described in the DoR (small tablet computer, GPS, Stand-Alone computer, etc.)? If not, please explain why not and state which of the requested peripheral components that your company cannot provide.



3. Capabilities Statement: A description of capabilities in fabricating and providing 1) the minimum required capabilities described in the DRAFT DOR. and 2) Experience with radio frequency electromagnetic sensing systems, methods and approaches in subsurface characterization in general and also specifically as described in the DOR. Previous procurement information, including contract numbers and customers, is recommended.
