AI Contract Overview
The U.S. Army Corps of Engineers Engineer Research and Development Center is conducting market research through a Request for Information to identify vendors capable of providing a single Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device capable of detecting and mapping long linear subsurface conductors by measuring magnetic fields in the 50 kHz to 750 kHz range at picotesla sensitivity. This RFI is strictly for information and planning purposes, and responses will not be treated as offers or form the basis of a contract; no payment will be made for submitted information. Respondents must provide detailed contact details, including company name, address, point of contact, CAGE code, SAM registration status, NAICS code 334519, and business size classification under the 600-employee small business size standard. They are also required to confirm their ability to fabricate the hardware, develop and provide the necessary software for operating the device and fusing GPS with EM data, and procure all required peripheral components such as a tablet and standalone computer. A comprehensive capabilities statement must be included, detailing prior experience with radio frequency electromagnetic sensing systems and subsurface characterization efforts, along with relevant procurement history. Business status classifications, including 8(a), HUBZone, SDVOSB, SDB, or WOSB, must be disclosed. All responses are due by 12:00 PM Central Standard Time on June 12, 2026, and must be emailed exclusively to Janalyn Dement at the designated government email address; no verbal inquiries are permitted. The system must be ruggedized, man-portable, and delivered to the ERDC facility in Vicksburg, Mississippi, with full compliance to the DRAFT Description of Requirement, which specifies Mil-Spec connectors, Bren-Tronics BB-2590/U batteries, a 10 Hz minimum sampling rate, automated CSV data output with metadata, and FCC Part 15 emission compliance. The device must function reliably in field conditions, detect signals at distances of 10 meters or more, and be accompanied by complete technical documentation including system design drawings, operation and assembly manuals, and software guides. In-person training at the Vicksburg location is required upon delivery. No contract award is anticipated from this RFI; any future solicitation will be posted on SAM.gov, and participation in this RFI is not mandatory for eligibility in a subsequent Request for Quote, should one be issued.

SOURCES SOUGHT – REQUEST FOR INFORMATION
Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) Device
THIS IS A REQUEST FOR INFORMATION – SOURCES SOUGHT ONLY AND YOUR RESPONSE IS NOT AN OFFER. The Government does not intend to award a contract on the basis of the RFI or otherwise pay for the information requested. Responses will be treated as information only and not as a proposal.
This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with RFO FAR 15.101(c)(2), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
BACKGROUND/PURPOSE: The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to evaluate and determine available sources with competencies and capabilities to provide one (1) Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device that is sensitive between 50kHz-750kHz and can make measurements in the picotesla range to enable detection and mapping of long linear subsurface conductors and that meets all specifications as provided in the DRAFT Description of Requirement (DOR) document.
The DRAFT DOR is attached. Please note this is subject to change.
North American Industrial Classification System (NAICS) Code applicable to this sources sought is NAICS 334519, Other Measuring and Controlling Device Manufacturing. The Small Business Size Standard for this sources sought is 600 employees.
The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Quote (RFQ) is released for the required item.
Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information or changes pertaining to this requirement.
Respondents are requested to review the attached DRAFT DOR and submit responses to the following:
- Contact information: Interested organizations should respond by providing the Government the following information:
(1) Company name,
(2) Address,
(3) Point of Contact, business title,
(4) Telephone number,
(5) Email address,
(6) Company Cage Code,
(7) Primary NAICS,
(8) Business Size, i.e., Large, Small (if small, state your category).
(9) Current Registration in SAM,
(10) Webpage address.
2. Answer the Following Questions: All interested contractors (both large and small) are requested to provide written responses to the questions below. A response to this RFI is necessary in order to assist ERDC in determining the potential levels of interest, adequate competition, market availability and technical capabilities within the Large and Small Business Community to provide the required item.
Question #1: Does your company have the capability to fabricate the instrumentation (physical, electronic) as described in the DoR? If not, please explain why not.
Question #2: Does your company have the capability to develop and provide software to both operate the instrument and store the combined GPS and EM data as described in the DoR? If not, please explain why not and state which aspect cannot be provided.
Question #3: Does your company have the ability to obtain all the requested peripheral components as described in the DoR (small tablet computer, GPS, Stand-Alone computer, etc.)? If not, please explain why not and state which of the requested peripheral components that your company cannot provide.
3. Capabilities Statement: A description of capabilities in fabricating and providing 1) the minimum required capabilities described in the DRAFT DOR. and 2) Experience with radio frequency electromagnetic sensing systems, methods and approaches in subsurface characterization in general and also specifically as described in the DOR. Previous procurement information, including contract numbers and customers, is recommended.
4. Business Status (based on NAICS 334519, Other Measuring and Controlling Device Manufacturing): Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.).
Interested vendors must provide the above information no later than 12:00 PM Central Standard Time (CST) on 12 June 2026.
