AI Contract Overview
The National Institute of Standards and Technology intends to award a sole-source firm-fixed-price purchase order to Hi Tech Global, LLCInc. for Radio Frequency System on Chip (RFSoC) Integrated Microwave Readout Electronics under FAR Subpart 6.302-1, citing the need to maintain compatibility with existing quantum sensor readout systems. NIST requires identical copies of two specific parts, HTG-ZRF8-R2-48 and HTG-FMC-SFP-OC-E, currently in successful use to expand its current electronic readout infrastructure without introducing interoperability risks. The procurement falls under NAICS Code 334413, Semiconductor and Related Device Manufacturing, with a small business size standard of 750 employees, and no set-aside is designated. The acquisition is not being opened to competition because the government’s operational continuity and mission success depend on precise hardware alignment with already-deployed systems. The notice of intent was posted on July 22, 2026, with responses due by July 31, 2026, and if no viable competition is identified, an award is projected for September 26, 2026. All inquiries and submissions must be directed in writing to Angela Hitt at angela.hitt@nist.gov. The place of performance is specified as Boulder, Colorado, while the contracting office is located in Gaithersburg, Maryland. No contract value, delivery schedule, inspection criteria, or special requirements are detailed in the available documentation, and no other contract clauses, evaluations, or representations are provided.

Full Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Hi Tech Global, LLCInc., located in San Jose, CA, on a sole source basis under the authority of FAR Subpart 6.302-1, soliciting from a single source, for a Radio Frequency System on Chip (RFSoC) Integrated Microwave Readout Electronics.
See Requirements and Specifications for details.
NAICS Code is 334413, Semiconductor and Related Device Manufacturing, with a small business size standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Hi Tech Global for this requirement.
Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by September 26, 2026. Any questions regarding this notice must be submitted in writing via email to angea.hitt@nist.gov. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting.
JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:
NIST is expanding an existing electronic readout system for quantum sensors. NIST therefore requires the purchase of identical copies of the electronics NIST already haves in order to read out more sensor channels. Specifically, NIST requires the part numbers HTG-ZRF8-R2-48 and HTG-FMC-SFP-OC-E. NIST is successfully using parts from Hi Tech Global. Continuing to do so protects the government from the risk of purchasing electronics that are incompatible with existing hardware and subsequently unable to perform their mission.
