AI Contract Overview
The Naval Facilities Engineering Systems Command, Pacific is seeking information on alternative sources for a transformer protection relay that meets the performance specifications of the SEL-2731 manufactured by Schweitzer Engineering Laboratories, as required for the Fiscal Year 2027 SIOP Project P-8026 at Pearl Harbor Naval Shipyard and Joint Base Pearl Harbor-Hickam, Hawaii. The notice also outlines critical requirements for an industrial Ethernet switch to support substation communications, including managed network functions such as VLANs, RSTP, SNMP, port monitoring, traffic prioritization, and user authentication. The switch must support precise time synchronization via PTP transparent clock and NTP, enable continuous network monitoring with alarm generation, and integrate seamlessly with substation automation and SCADA systems through standard Ethernet protocols. This is a sources-sought notice for market research only, not a solicitation for proposals or bids, and responses must include detailed technical data to demonstrate product compatibility with existing systems. Responses are due by July 31, 2026, at 2:00 p.m. H.S.T., submitted electronically to Annette Tijerina, and must not include company brochures. All submissions become U.S. Government property, will not be returned, and will be evaluated solely for potential source identification. Incomplete or vague submissions will be disregarded, and no binding contract will result from responses to this notice.
