1.0 SYNOPSIS & RESPONSE INSTRUCTIONS

This is a Sources Sought notice and is for informational purposes only. This is not a request for proposals, quotations or bids. There will not be a solicitation, specifications, or drawings available at this time.

The U.S. Army Corps of Engineers, Baltimore District, East Campus Integrated Program Office (ECIPO) requests letters of interest from potential prime construction contractors. The information received will be used for acquisition planning purposes to determine the appropriate procurement strategy and to identify and resolve business and technical risks. The Government will not award a contract based on this notice, nor will it reimburse respondents for any costs associated with preparing or submitting a response.

The anticipated project will be a Firm-Fixed Price Design-Bid-Build (DBB) construction project for the construction of the East-West Infrastructure Connection at Fort George G. Meade, MD. The magnitude of this project is between $40,000,000 and $60,000,000. The North American Industry Classification System code (NAICS) for this procurement will be 237310 with a standard size of $45.0M.

2.0 PROJECT DESCRIPTION

The USACE Baltimore District anticipates a requirement for the construction of the East-West Infrastructure Connections (EWIC) project within a secure campus at Fort Meade, MD. The project is in a dynamic operational environment with multiple adjoining projects and stakeholders.

The anticipated scope of work includes a base scope and one option. The option is for approximately half of the electrical duct bank installation. The total scope includes, but is not limited to:

• Heavy Civil & Roadway Construction: Realignment and construction of Venona Road and Rockenbach Road.
• Underground Utility Systems: Installation of extensive new underground telecommunications and electrical duct banks, including a minor sanitary line relocation, complete with associated manhole infrastructure.
• Physical Security: Installation of a significant Physical Security and Anti-Terrorism (PSAT) fence and a new pedestrian sallyport.
• Traffic Systems: Construction and commissioning of a new signalized intersection.
• Paving & Site Work: Application of asphalt surface course, demolition (including an existing vehicle control point), clearing, grubbing, grading, final restoration of a soil stockpile area, and tree planting in conformance with reforestation requirements.
• Supporting Facilities: Implementation of comprehensive erosion and sediment controls, stormwater management (SWM) facilities, streetlight removal and relocation, and ABA/ADA accessible walkways.

Project Constraints & Key Information:

• Permitting: The Government will secure all necessary Maryland Department of the Environment (MDE) and wetland-related permits prior to contract award. The construction contractor shall be responsible for obtaining all other permits required to perform the work.
• Intermediate Milestones: The project will feature critical, contractually enforced intermediate milestones.
• Security: All work will be performed within a secure, access-controlled military installation. All contractor and subcontractor personnel must be U.S. citizens and are subject to security screening.

3.0 SUBMISSION REQUIREMENTS

Interested PRIME CONSTUCTION CONTRACTORS shall submit a capabilities narrative, limited to 25 pages, addressing the following information. Please format your response to address each question in the order listed below.

PART I: CORPORATE INFORMATION

1. Company Profile: Name, address, CAGE Code, Unique Entity ID (UEI), and technical point(s) of contact.
2. Business Size & Status: Identify your business size under NAICS 237310 and any applicable socioeconomic categories (8(a), HUBZone, SDVOSB, WOSB).
3. Intended Business Arrangement: State your firm’s interest in proposing on this project as a Prime Contractor. Describe your likely business arrangement (e.g., standalone Prime, Joint Venture, Prime with key subcontractors).

PART II: TECHNICAL & MANAGERIAL CAPABILITY

1. Corporate Experience: Submit a minimum of three (3) and no more than five (5) relevant construction projects completed within the last ten (10) years. For each project, provide a detailed narrative describing the work and how it relates to the EWIC project scope, specifically addressing experience with underground duct bank installation, PSAT fencing, and roadway construction in a secure operational environment.
2. Prime Contractor Role & Self-Performance: Describe the specific scopes of work your firm would intend to self-perform and provide the approximate percentage of the total contract value this represents. Acknowledging the impact of tiered subcontractor markups on total project cost, explain how your self-performance and subcontracting strategy provides the best value to the Government.
3. Complex Stakeholder Coordination: Describe your firm's experience managing projects on active, complex sites like military installations. Specifically detail your approach and past performance in coordinating with multiple entities such as public utilities (e.g., Baltimore Gas and Electric), communication infrastructure providers, and adjacent, concurrent construction projects.
4. Maintenance of Traffic (MoT) Phasing: Describe your firm's experience in developing and managing complex, phased MoT plans, particularly in environments with limited laydown/staging areas. Provide examples of how you have planned for and executed work requiring night and weekend hours to meet MoT constraints.
5. Execution Strategy & Multiple Crews: The Government is assessing the viability of an accelerated schedule by employing multiple, independent crews that could work simultaneously. Describe your firm’s capability and interest in executing the project using this methodology. Comment on the opportunities and challenges (e.g., management, supervision, logistics, security coordination) this approach presents.
6. Management of Intermediate Milestones: Describe your experience managing projects with critical, contractually defined intermediate milestones (e.g., completing the Rockenbach Road realignment within the first year). How does your firm's project management approach ensure these milestones are met?
7. Secure Environment Operations: Describe your experience managing projects within secure, access-controlled federal or military installations. Quantify, if possible, the typical cost impact (as a percentage of total project cost) associated with meeting these enhanced security requirements.
8. Cybersecurity Maturity Model Certification (CMMC):
   a. Describe your firm's strategy for ensuring CMMC compliance for itself and its subcontractors.
   b. Provide your assessment of the local subcontractor market's administrative capacity to comply with CMMC requirements. Quantify the anticipated impact of CMMC compliance on competition and cost at the subcontractor level.
9. Period of Performance (PoP): The Government's preliminary acquisition plan assumes a 30-month Period of Performance from NTP to completion. Please comment on the feasibility of this duration. Provide your firm's independent assessment of a realistic PoP and detail any key factors that could extend or compress this timeline.
10. Bonding Capability: Provide your firm's total bonding capacity and per-project limit, evidenced by a letter from your surety.
