This contract notification invites manufacturers to submit Source Approval Request (SAR) packages to become qualified sources for specific engine-related National Stock Numbers (NSNs) under the United Technologies Corporation, Pratt & Whitney Military Engines corporate contract SPM400-01-D-9405. The government holds unlimited rights to technical data for NSNs marked with a "1C" or "2C" in the AMC column of the attached listing, allowing interested manufacturers to submit for approval based on established Qualification Requirements (QRs). NSNs with "3" or "4" coding indicate the government does not possess unlimited data rights, requiring interested parties to acquire technical data directly through the public sales office. Qualification Requirements can be obtained by contacting the Strategic Alternate Source Program Office. The submission of SAR packages must be directed to DLA Oklahoma City within 45 days from the date of the synopsis publication, or 30 days if an award is made under an existing basic ordering agreement. While this notice is not a request for competitive proposals, submissions received will help the government decide whether to conduct a competitive procurement. An Ombudsman is available to address concerns confidentially during the acquisition process, though they do not influence proposal evaluations. The anticipated contract award is expected roughly 60 days following the notice issuance. Interested manufacturers should submit written or faxed requests for quotations and adhere to prescribed communication channels for obtaining necessary documentation and further information.
