The Department of Energy is seeking qualified sources to provide technical engineering and management support services for its Office of Coal and Power Systems. This office aims to advance power generation and alternative fuel technologies in collaboration with industry, focusing on improving efficiency, reducing pollutants, lowering power generation costs, and developing ultra-clean transportation fuels from various feedstocks such as coal and natural gas. The support services required span seven key areas, including power systems, environmental systems, coal fuels and industrial systems, advanced research, international trade, and planning and environmental analyses. The technical support involves conducting studies, assessments, market analyses, outreach efforts, and documentation preparation, while management support covers financial analysis, administrative assistance, and systems development and maintenance. This announcement is a sources sought notice rather than a formal solicitation, intended to gauge industry capabilities before issuing a Request for Proposal. The anticipated contract would feature a three-year base period with two one-year options and be awarded based on best value considering price and technical merit. Interested parties are invited to submit capability statements via the DOE's Industry Interactive Procurement System by early April 2002, along with identification of their business status to help evaluate possible set-asides. The NAICS code for the work is 541330 with a small business size standard of $23 million, and there is no government compensation for response preparation.

Proposals submitted in response to a formal RFP will be selected for award on the basis of best value for the Government taking into consideration the tradeoff between price and technical/performance evaluation factors. All interested parties are hereby invited to submit a capability statement of no more than five pages to demonstrate their ability to provide the stated services. All such capability statements shall be received via the DOE's Industry Interactive Procurement System (IIPS) no later than 12:00 a.m. Eastern Standard Time on April 8, 2002.
