THIS IS A SOURCES SOUGHT NOTICE ONLY FOR MARKET RESEARCH PURPOSES.
THIS IS NOT A REQUEST FOR PROPOSAL (RFP), REQUEST FOR QUOTATIONS (RFQ) OR INVITATION FOR BID (IFB).
NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE.
This Sources Sought Notice is for market research purposes to identify parties having an interest in and resources to support this requirement for a Truck Bed Mounted Trailer for the United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS), National Wildlife Research Center (NWRC) in Fort Collins, CO.
The result of this market research will contribute to determining the method of procurement. The Government will review the information requested in this announcement based on the responses to sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition.
The North American Industry Classification System (NAICS) code 336214 (Travel Trailer and Camper Manufacturing) and the size standard is 1,000 employees.
NOTE 1: The Buy American Act (41 U.S.C. 8301-05) is the primary federal procurement law providing a preference for domestic goods and manufactured products. As such, the USDA is seeking information on sources that can supply the described instrument either mined, produced or manufactured in the U.S. in sufficient and reasonably available commercial quantities of satisfactory quality.
A. Introduction:
The USDA, APHIS, WS, NWRC in Fort Collins, CO has a requirement to purchase one (1) Truck Bed Camper that would fit an 8’ Ford F250 pickup truck bed.
B. Minimum Salient Characteristics (including but not limited to the following salient characteristics):
1. Design & Type
- Must be a self‑contained, removable truck camper unit.
- Must be hard‑sided (full amenities); no pop‑up, soft-sided, or elevating-roof designs.
- Must not require a trailer hitch for installation.
- Must allow the towing of additional trailers/boats simultaneously.
2. Compatibility With Truck (Hard Requirement)
- Must fit securely into an 8 ft Ford F250 pickup bed.
- Camper must be fully compatible with the following bed dimensions:
- Bed length: 98 in
- Bed width: 63.5 in interior
- 60 in at tailgate opening
- 50.5 in between wheel wells
- Bed sidewall height: 21.4 in
- Wheel well height: 12 in
- Clearance from bed rails to cab height: 26.5 in
3. Removable Jack System
- Camper must have automatic, retractable electric leg‑jacks.
- Jacks must allow push-button extension to ground.
- Must allow operator to drive out from under the camper safely and fully.
4. Climate Control (Factory Installed)
- Camper must include:
- Factory-installed heating
- Factory-installed air conditioning
- Heating/AC may operate via electric, propane, or both.
- Temperature must be thermostat controlled.
- Must be fully functional upon delivery.
5. Warranty
- Must include:
- Manufacturer warranty valid by their stated dates.
- Labor warranty for minimum 1 year at no cost to the Government.
6. Documentation
- Must include:
- One printed hard copy of all manuals.
- One electronic PDF version of all manuals.
- Manuals must cover operation, maintenance, storage, and cleaning.
7. Training
- Contractor must provide on-site demonstration or training necessary before first time operation.
8. Delivery Requirement

This is NOT a Request for Proposal (RFP), Request for Quotations (RFQ) or Invitation for Bid (IFB). The Government does not intend to award a contract based on responses received under this announcement.
The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated.
