South Grimsby Road 5 Reconstruction and Spring Creek Road Extension Geotechnical Investigation

The Township of West Lincoln is soliciting proposals under solicitation INF 2026-04 for geotechnical engineering services to support the new Spring Creek Road extension from Hornack Road to South Grimsby Road 5 and the reconstruction of South Grimsby Road 5 from West Street to the new extension. Located in the Smithville urban area, the scope of work includes geotechnical and hydrogeological investigations, the preparation of excess soils reports, and the development of a Geotechnical Instrumentation and Monitoring Plan. Key technical requirements involve the installation of approximately 20 boreholes, environmental quality testing per Ministry of the Environment Conservation and Parks guidelines, and compliance with O.Reg 406/19 for soil management. The project also requires addressing a trenchless crossing for the Canadian Pacific Kansas City rail line. Selected consultants must provide a comprehensive engineering report covering excavation, dewatering, pipe bedding, and pavement specifications, with final reports signed and sealed by both a Professional Engineer and a Professional Geoscientist registered in Ontario. The successful proponent must adhere to strict insurance mandates, including 5 million dollars in Commercial General Liability, 2 million dollars in Professional Liability, and an additional 4 million dollars in Excess Umbrella coverage for borehole work. Proposals must be submitted via the Bids&Tenders portal by October 1, 2026, at 2:00 PM EST. Award decisions will be based on a combination of the financial proposal, technical work plan, and insurance compliance, with the Township reserving the right to reject the lowest bid. Work is expected to commence within two weeks of the award.
