South Oxnard Aquatics Center

The South Oxnard Aquatics Center project, managed by the City of Oxnard, involves the construction of a comprehensive aquatic facility on a 7.93-acre site located at 3250 South Rose Avenue, Oxnard, California. The development features a 57,233 square foot outdoor pool area consisting of a 50-meter competition pool, a 25-yard instructional pool, a recreation pool, a splash pad, and a slide area. Supporting infrastructure includes an 18,342 square foot one-story L-shaped building to house administrative space, locker rooms, utility rooms, and a concession stand, as well as a 103-stall parking lot with five ADA-compliant spaces. Utility work includes the installation of a natural gas line connecting to an existing SoCalGas line and connections to city water and wastewater mains. The project is governed by CEQA and NEPA standards, with a Final Initial Study-Mitigated Negative Declaration concluding that environmental impacts are less than significant provided specific mitigation measures for air quality, biological resources, cultural resources, and noise are implemented. Key operational requirements include obtaining a Ventura County Air Pollution Control District Permit to Operate for gas-powered condensing boilers. Contractors must adhere to strict safety and environmental protocols, including the implementation of a Soil Management Plan for contaminated soils, a contractor health and safety plan, and a Construction Noise Control Plan. Additionally, the contractor is required to provide 21-day advance notice to residents and businesses within 500 feet of the site and post public signage 10 days prior to the start of construction.
