South Oxnard Aquatics Center

The South Oxnard Aquatics Center project involves the construction of a comprehensive aquatic facility on a 7.93-acre site located at 3250 South Rose Avenue in Oxnard, California. The development features a 57,233 square foot outdoor pool area consisting of four distinct pools—a 50-meter competition pool, a 25-yard instructional pool, a recreation pool, and a splash pad—along with a slide area. Supporting infrastructure includes an 18,342 square foot one-story L-shaped building designed to house administrative space, locker rooms, utility rooms, and a concession stand, as well as a 103-stall parking lot with five ADA-compliant spaces. The project also requires the installation of a natural gas line connecting to SoCalGas, water main extensions from the City of Oxnard, and electrical connections via Southern California Edison. The project is managed by the City of Oxnard and must adhere to strict environmental and safety standards under CEQA and NEPA. Key requirements include the implementation of a Soil Management Plan and a contractor health and safety plan to manage contaminated soils, as well as a Construction Noise Control Plan. Contractors are required to notify nearby residents and businesses within 500 feet at least 21 days before construction begins and post on-site signage 10 days prior to the start of work. Additionally, the project must comply with specific geotechnical recommendations to minimize liquefaction risk and obtain a Ventura County Air Pollution Control District Permit to Operate for its gas-powered condensing boilers. The project was approved on December 16, 2025, with Reza Bagherzadeh serving as the Senior Project Manager.
