The Department of Defense, through DLA Troop Support, has established a bridge contract with EFS EBREX Sarl to maintain uninterrupted Prime Vendor foodservice support within the Southern Europe and Northern Africa area of responsibility. This action, conducted under the authority of 10 U.S.C. section 3204(a)(1) for other than full and open competition, is valued at an estimated 70 million dollars. The bridge period is effective from October 15, 2026, through December 14, 2027, providing a 425-day window to ensure continuous food supply services while a competitive follow-on contract is finalized. The justification for this non-competitive award is based on the incumbent's unique capabilities, specifically regarding their logistical infrastructure and integration with STORES electronic catalogs. This agreement incorporates all terms and conditions from the original Subsistence Prime Vendor Contract SPE300-22-D4076. The contract is managed by the DLA Troop Support office in Philadelphia, Pennsylvania, under solicitation number SPE30027D4112 and NAICS code 311991.
