The U.S. Army Engineer Research and Development Center is seeking innovative commercial solutions through a Commercial Solutions Opening to modernize its High Performance Computing Modernization Program into a sovereign, cloud-forward, AI-driven ecosystem. The initiative aims to replace outdated, fragmented infrastructure with a secure, scalable, and automated hybrid cloud platform that eliminates vendor lock-in, enables seamless interoperability across government and commercial resources, and establishes a resilient data fabric for processing and storage. Solutions must demonstrate novel applications of existing or emerging technologies to transform user experience, workflow automation, and infrastructure architecture, with all submissions treated as commercial items regardless of whether they are commercially available, allowing the use of streamlined commercial contracting procedures. All proposals must be submitted through the ERDCWERX platform by the August 7, 2026 deadline, and awarded contracts will be firm-fixed price. The solicitation is open to all entities, including universities and non-profits, but recipients should be prepared for the integration of commercial clauses into the award, necessitating legal review prior to submission. The desired outcome is a government-owned capability that ensures technological superiority through sovereign control of data, processing, and security, advancing mission responsiveness while reducing long-term lifecycle costs. The project targets the NAICS code 541511 and is managed by the ERDC’s Information Technology Laboratory in Vicksburg, Mississippi, with primary point of contact Jody Criss.

Full Description

The Engineer Research and Development Center (ERDC) is issuing a Commercial Solutions Opening (CSO) pursuant to DFARS Subpart 212.70. Under a CSO, the ERDC may competitively award proposals received in response to a general solicitation, similar to a Broad Agency Announcement (BAA), to acquire innovative commercial products, technologies, or services based on a review of solutions by scientific, technological, or other subject matter expert peers within the ERDC. “Innovative,” for CSO purposes, means any new technology, process, or method, including research and development (R&D), or any new application of an existing technology, process, or method. Under this CSO, all products, technologies, and services shall be treated as commercial items; products, technologies, and services do not have to be “commercially available” to be submitted in response to this solicitation. If the solution meets the requirements of the regulation, the solution is treated as commercial whereby the Contracting Officer will utilize commercial procedures to develop and execute the resultant award.

The U.S. Army Engineer Research and Development Center (ERDC) Information Technology Laboratory (ITL) High Performance Computing Modernization Program (HPCMP) seeks to accelerate the transformation of the HPCMP into a cloud-forward ecosystem that redefines user experience, workflows, and infrastructure to meet the evolving needs of the government. This initiative seeks to foster innovation by encouraging participants to envision and design a future-ready HPCMP platform that integrates emerging technologies, modern cloud principles, and advanced architectures to deliver a resilient, scalable, and secure solution.

The High Performance Computing Modernization Program (HPCMP)’s current computing ecosystem cannot keep pace with rapidly evolving mission and technology demands, creating fragmented user experiences, manual workflows, and limited scalability across government and commercial resources. The environment lacks the portability, interoperability, and automation needed to securely deliver HPC services in a hybrid model without vendor dependence, risking reduced mission responsiveness, higher lifecycle costs, and weakened long-term sustainability.

This project aims to identify innovative solutions that will enable the HPCMP to modernize its user experience, enable a hybrid cloud architecture, automate workflows, and integrate a secure data fabric, while preventing vendor lock-in. The objective is not only to modernize the HPCMP, but to build a capability and business model that is strategically advantageous to the government by rethinking foundational elements such as data storage, processing, security, and accessibility. The desired outcome is a sovereign, cloud-enabled, AI-driven platform that empowers the government to maintain technological superiority.

Go to https://www.erdcwerx.org/sovereign-defense-cloud-for-high-performance-computing/ and select "Commercial solutions Opening" under the header titled "Select a Submission Type" for all of the CSO details and submission requirements. All solutions must be submitted through the ERDCWERX platform.

All resultant contracts will be firm-fixed price. All items, technologies, and services (including research and development) procured via this CSO are treated as commercial. Applicants from universities and/or non-profit organizations should be aware that commercial clauses will be integrated into the award and should coordinate proposals with associated legal counsel prior to submission.

Real-time Transfer Service (RTS) Additional Node
Solicitation # JA-FY26-073
The National Geospatial-Intelligence Agency is pursuing a sole-source contract modification to add an additional node to the existing Real-Time Transfer Service system, which is a critical component of the Overhead Persistent Ground Architecture supporting global missile warning, tracking, and defense operations. The new node is essential for a scheduled near-term capability demonstration and to enhance system resiliency by expanding data communication capabilities across secure enclaves. The effort will include design, development, deployment, integration, and testing of the node, all while continuing ongoing development, operations, and sustainment activities under the current contract. This is a follow-on action to the incumbent contractor, who is the only viable source capable of meeting the stringent timeline without causing unacceptable delays, as determined under FAR 6.103-1(c)(2)(ii) for highly specialized services. The base performance period is two years, with an option to extend for an additional two years. The solicitation is posted under number JA-FY26-073 and is classified as a sources-sought notice, not a competitive solicitation, in accordance with FAR Subpart 5.2. While the government intends to award without competition, all responsible sources may submit capability statements or proposals by the deadline of August 19, 2026, for consideration. The North American Industry Classification System code is 541511, and the agency point of contact is Yue M. Eng at the NGA office in Springfield, Virginia. No set-aside is in effect, and the final decision on whether to proceed with sole-source award remains entirely at the government’s discretion based on any responses received.

Clinical Data Management View and Download of Systems
Solicitation # HHS-OMAS-2026-06
The Department of Health and Human Services, through the National Institutes of Health’s Vaccine Research Center, seeks to retain The Emmes Company, LLC for continued support of legacy clinical data systems including the VRCReportingTool, VRCStudy website, VRC Data Warehouse, and Advantage eClinical platforms. The contract requires twelve months of maintenance focused solely on secure read-only access, user administration, application of critical security patches, and orderly decommissioning of these systems during their transition to an NIH-managed platform. No new functionality is permitted; the goal is to preserve data integrity and availability while ensuring compliance with federal security standards. The contract also includes six optional 40-hour gap analysis tasks to address data discrepancies identified during migration or validation. Emmes is the sole qualified provider due to its incumbent status and proprietary knowledge of the systems’ architecture, hosting environment, and operational workflows. Market research confirmed no alternative vendors possess the specialized expertise or dedicated, single-client infrastructure necessary to maintain these systems without incurring prohibitive costs exceeding $1 million. Commercial alternatives are deemed unsuitable as they rely on multi-tenant models incompatible with the VRC’s exclusive, secure environment. The acquisition is being conducted as a sole-source procurement under NAICS code 541511, with a small business size standard of $34 million. All responsible sources may submit capability statements by August 10, 2026, to the designated Contracting Officer, though award is contingent on SAM.gov registration and the Government’s discretion to proceed without competition.
