Space Port of the Future Infrastructure (SPOTFi) Campus

The Space Port of the Future Infrastructure (SPOTFi) Campus project is a Department of Defense initiative managed by the USACE South Atlantic District to develop a high-quality workplace environment at Cape Canaveral Space Force Station, Florida. This program utilizes a Progressive Design-Build (PDB) delivery model via an Other Transaction Agreement (OTA) authorized under 10 U.S.C. 2808a, meaning it is not subject to the FAR. The scope of work involves the construction of six key facilities, including one security forces station, two administrative facilities, two storage warehouses, and one vehicle maintenance facility, with a total program funding cap of 409 million dollars. All facilities must be completed by April 2030 to avoid interfering with launch operations. The procurement process is a two-step qualifications-based selection. Step 1 requires the submission of a white paper evaluated on relevant experience, PDB expertise, understanding of project goals, design management for ICD/ICS 705 compliance, and team organization. Step 2 involves a pitch presentation focusing on collaborative validation, risk management, and open-book pricing. The project is divided into two phases, with Phase 1 covering design and pre-construction services and Phase 2 covering final design and construction. Key technical requirements include adherence to the Space Launch Delta 45 Installation Facilities Standards and strict compliance with environmental regulations regarding asbestos and PCB handling. Performance is monitored through a three-phase control system, and the agreement includes liquidated damages of 2,660 dollars per day for unexcused delays.
