Amendment 02 - Vertical Construction MATOC

The U.S. Army Engineer District Mobile is soliciting a total small business set-aside, two-phase Indefinite-Delivery/Indefinite-Quantity Multiple Award Task Order Contract (MATOC) for a comprehensive range of vertical construction, renovation, repair, and incidental design-build services. The contract covers 12 locations across Alabama, Florida, Georgia, and Mississippi, with a five-year ordering period and a total contract capacity of 1.9 million dollars. Potential projects include the construction and rehabilitation of facilities such as shower buildings, bath houses, shops, picnic shelters, and storage facilities, as well as specialized work like roof replacements and the conversion of primitive sites to full hook-up. All work must comply with the UFGS Guide Specifications, the 2024 Mobile District Design Manual, and the USACE Safety and Health Requirements Manual EM 385-1-1. The award process utilizes a trade-off analysis where non-price factors are significantly more important than price. Phase One evaluation focuses on the past performance of the prime contractor, the past performance of the lead design firm, and the overall management approach, in descending order of importance. Phase Two involves a technical approach for a seed project and price analysis. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) portal in PDF format by November 5, 2026. Successful offerors are required to provide performance bonds equal to 100 percent of the original contract price and adhere to strict federal regulations, including Buy American requirements and DFARS cybersecurity standards.
