Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

The National Aeronautics and Space Administration Goddard Space Flight Center is soliciting proposals for the Hydrosphere, Biosphere, and Geophysics (HBG) Support Services II contract, under solicitation number 80GSFC27R0015. This small business set-aside is a hybrid Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year effective ordering period. The contract allows for the issuance of both Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) task orders to support science research and computing activities across various laboratories, including the Cryospheric Sciences, Ocean Ecology, Hydrological Sciences, Biospheric Sciences, Geodesy and Geophysics, and the Terrestrial Information Systems Laboratory. The primary objective is to develop and apply space, field-deployed, and laboratory-based technologies to address societal issues related to water resources, ecosystems, sea level change, and the Earth's magnetic and gravity fields. The scope of work encompasses scientific modeling, simulation, data assimilation, satellite instrument performance analysis, and the planning and execution of field campaigns. Performance will occur at the Goddard Space Flight Center and the contractor's facilities, with acceptance managed by the Contracting Officer or a designated representative. Award selection will be based on a tradeoff approach, prioritizing Mission Suitability as the most important factor, followed by Cost and Past Performance. Proposals must be submitted in four volumes, including a numerically scored Mission Suitability volume and a detailed Cost volume. Additionally, the contractor must adhere to strict security requirements, including the provision of a Cyber Supply Chain Risk Management plan and compliance with NDAA Section 889 regarding telecommunications and surveillance equipment.

Description Spacecraft Bus Request for Information (RFI) for a potential Solar Sail Technology Demonstration Mission. The potential mission will demonstrate a large area solar sail to perform solar science in deep space. 1. Introduction The purpose of this RFI is to obtain information to support a SMD Technology Demonstration Proposal in summer 2018 and to investigate options to provide a spacecraft bus for said mission. This RFI seeks input from vendors with experience and facilities for designing, fabricating, and integrating deep space (beyond Low Earth Orbiting (LEO)) satellites. Vendors must be able to provide low risk, highly reliable design solutions and have a history of successfully delivering spacecraft bus systems to support Flight projects. In addition to spacecraft bus information, the RFI seeks vendors with experience in proposal generation support. The following capabilities are deemed critical: - Spacecraft bus management/development - Subcontract management - Quality management - Safety management - Systems Engineering - Spacecraft bus fabrication and test - Interface and Interface Control Document (ICD) development - Instrument package integration and test support - Functional and environmental testing - Coordination of shipment to the launch site - Launch vehicle integration support - Launch and early orbit checkout operations - On-orbit operation - Sustaining engineering - Flight software maintenance - Flight experience with deep space missions Options: A) Spacecraft Bus Design, development, and delivery of verified Spacecraft Bus and GSE to integration site. Provide support during system integration, verification, launch operations, and on-orbit performance verification activities. B) Spacecraft Bus plus System Integration As in A above but includes the analytical and physical integration of solar sail and payload specific subsystems (solar sail and deployer, power subsystem, instrument packages, etc.) and integrated system functional and environmental testing. 2. Mission Description and Preliminary Requirements Responses to this RFI shall be commensurate with the requirements below. These requirements are preliminary and are to be used as a - strawman' set of requirements for the purpose of responding to this RFI. The proposed mission's primary objective is to demonstrate predictable and controlled transit over a period of >2 years using a solar sail propulsion system. An associated objective is to collect science data from an onboard instrument. - Total Spacecraft Mass with 30 percent contingency: <65kg - Nominal Operational life: 24 months - Spacecraft bus must be capable of automated fault detection and protection (failure, detection, isolation, and recovery capabilities) - Spacecraft bus must meet the NASA Procedural Requirements for Limiting Orbital Debris (NPR 8715.6A) and NASA Process for Limiting Orbital Debris (NASA-STD-8719.14). - Assume Phase A begins FY2019 with hardware delivery within 3 years 3.
