Spalding County, acting as fiscal agent for the Griffin Judicial Circuit encompassing Spalding, Fayette, Pike, and Upson Counties, is soliciting a single qualified managing entity to administer and oversee the delivery of two evidence-based juvenile justice programs—Functional Family Therapy (FFT) and Thinking for a Change (T4C 5.0)—under the FY2027 Juvenile Justice Incentive Grant, funded by the Georgia Criminal Justice Coordinating Council and authorized under the federal Juvenile Justice and Delinquency Prevention Act. The managing entity must be an independent contractor operating in compliance with federal and state regulations, including 2 CFR Part 200, O.C.G.A. § 13-10-91 (E-Verify), and debarment and suspension rules under 2 CFR Part 180, while also upholding civil rights protections under Title VI, the ADA, and the Rehabilitation Act.
