This solicitation encompasses two separate requirements. The first requirement is for the pick-up of recycling materials outlined in Part 1. The second requirement is for the manning of the Base Recycling Center, outlined in the “Optional Part 2”. Both requirements have been identified to have the same vendor base. Quoters can choose to provide quotes for one or both of the requirements. The Government reserves the right to make a single award to one contractor for both requirements or multiple awards to two different contractors for the two requirements. This determination will be made at the time of award dependent on the best value to the Government.



Part 1: The Contractor shall provide all personnel, equipment, tools, vehicles, supervision and other items and services necessary to pick up industrial packaging materials at Spangdahlem Air Base, Germany, as well as obtaining all certifications, licenses, permits and associated documentation to perform, in accordance (IAW) Attachment 1 - Performance Work Statement (Interseroh Packaging Material and Recycling Service) and the information stated below.



Optional Part 2: The Contractor shall provide all personnel, equipment, tools, materials, vehicle, supervision, and other items and services necessary receive recyclable materials to include paper/cardboard, glass, electronic parts, light fraction (LF), wood material and metal and operate the Base Recycling Center (BRC) at Spangdahlem Air Base, Germany, IAW Attachment 2 – Performance Work Statement (Collection and Recycling Services and for the Operation of the Recycling Center at Spangdahlem Air Base) and the information stated below.
