Naval Station Rota Electricity Service

Solicitation # N33191_27_ROTA_ELECTRIC

The United States Navy, through Naval Facilities Engineering Systems Command Europe, Africa, Central, is conducting market research via a sources-sought Request for Information to identify a retail electricity supplier for Naval Station Rota, Spain. The primary objective is to secure continuous grid-provided electric service for a performance period spanning from May 2027 to April 2029, with potential structured supply contracts extending from May 2029 onwards. The Navy aims to optimize costs and manage risk for its large-scale, high-voltage consumption needs while ensuring budget stability and energy resilience. The agency is seeking industry feedback on various pricing and risk management strategies, including traditional Firm Fixed Price contracts and more innovative models such as hybrid Power Purchase Agreements, battery energy storage systems, multi-click dynamic pricing, and updated collective self-consumption structures. Specifically, the Navy is interested in hedging mechanisms related to Tariff 6.2TD and the integration of localized or on-site generation. Responses are requested by October 28, 2026, to inform a future solicitation for these services under NAICS code 221121.

Affordable Rural Cooperative (ARC) Energy Program

Solicitation # RUS-ARC-2026

The Affordable Rural Cooperative (ARC) Energy Program, administered by the Rural Utilities Service (RUS) under the USDA, is providing approximately 175 million dollars in loan and grant funding to support the deployment of emission-free nuclear power supply and advanced transmission infrastructure. Authorized under Section 22004 of the Inflation Reduction Act of 2022, the program aims to increase the resiliency, reliability, and affordability of rural electric systems while achieving significant net emission reductions. Funding is split equally between two categories: Eligible Energy and Transmission Energy Efficiency Improvements. For project and system loans, the RUS will finance up to 75 percent of total capitalized costs, requiring awardees to provide at least 25 percent in cash or equity, though certain grants or tax credits may be used toward this requirement. The application process is a two-stage competition starting with a Letter of Interest (LOI) submitted via Grants.gov between October 19, 2026, and November 20, 2026. Eligible entities must have an active SAM registration and a Unique Entity Identifier to apply. LOIs are evaluated based on reliability, resiliency, affordability, financial feasibility, and project timing, with the New Clean Power Tool used to measure projected emission reductions. Only those who receive an Invitation to Proceed may submit a full application within 90 days of the invitation. Awarded projects must commence after the notice publication date and be completed by September 30, 2031, with a performance period of four years from the date of environmental clearance. All awardees must comply with Buy America requirements and federal non-discrimination laws.

Permit No. 20098 Authorize Existing Poles 5/91 and 5/90

Solicitation # 20098

Permit No. 20098, issued by the Central Valley Flood Protection Board, authorizes the existing poles 5/91 and 5/90 on the Weber-Mormon Junction 60kV electric transmission line. These poles, constructed in 1953, form an aerial crossing over Mormon Slough in Stockton, San Joaquin County, California, with the poles situated on the landside. The project is located approximately 1,900 feet south of the intersection of East Main Street and Alpine Road, with specific coordinates and addresses identified for both pole 5/91 at 7550 E Main Street and pole 5/90 at 8025 Farmington Road. The authorization is based on the maintenance and operation of existing structures with no expansion of use, making the project exempt under the CEQA Class 1 categorical exemption for existing facilities. The permit aligns with the Operation and Maintenance Manual for Mormon Slough Project San Joaquin County, California, Part No. I-Levees and Channels, 1967. Key personnel managing the project include Angela Nguyen-Tan of the Central Valley Flood Protection Board and Craig Geldard of PG&E, with the document signed by Executive Officer Chris Lief on July 14, 2026.

Install Power Conditioner, LAPSC, B/6500, SWFPAC (DB-IH)Under contract MPSR 62435611, Navfac Northwest for the Department of the Navy seeks the design, construction, and installation of a containerized motor generator set with a flywheel at the LAPSC facility in Bangor. This power conditioner is intended to protect buildings 6500, 6501, 6502, and 6503 from electrical system transients, including voltage sags, surges, and impulses. The system must be sized to accommodate the full load of these specific facilities to ensure operational stability. The project is justified by a history of nuisance spikes and trips caused by utility transmission line switching, environmental factors, and right-of-way encroachments. These transients have previously led to interrupted operations and damage to both facility and onboard systems. By installing this power conditioner, the Navy aims to prevent early equipment failure and eliminate the risks associated with constant power cycling.

Marysville Ring Levee Project - Phase 2A South and 2C

Solicitation # Permit No. 19968

The Marysville Ring Levee Project, specifically Phases 2B and 3, involves the utility relocation of the Nicolaus-Marysville 60kV transmission line in Yuba County, California. This project, managed under Permit No. 19968, seeks to authorize an existing PG&E electric transmission line that was originally established in 1966. The scope of work focuses on the operation, maintenance, or minor alteration of these existing structures, with specific pole structures identified at geographic coordinates within the Yuba River Basin. The Central Valley Flood Protection Board is the approving agency for this project. Due to the nature of the work involving existing facilities without an expansion of use, the project has been granted a Notice of Exemption from the California Environmental Quality Act (CEQA) under the Class 1 Existing Facilities categorical exemption. While specific contract values, delivery schedules, and evaluation factors are not provided in the current documentation, the project is categorized under NAICS code 221121 and is overseen by environmental and project management contacts from the Department of Water Resources and PG&E.
