The Engineer Research and Development Center’s Environmental Laboratory is seeking to procure a Spark Plasma Sintering System (Model SPS2000) to advance research in material synthesis and densification for environmental and defense applications. This requirement is structured as a simplified acquisition under FAR Part 12, designated as a 100% small business and HUBZone small business set-aside under NAICS code 334516, with a size standard of 1,000 employees. The solicitation, issued under number W912HZ26QA032, is a Request for Quote with a submission deadline of June 23, 2026, at 2:00 PM CST. The contract is awarded on a Lowest Price Technically Acceptable basis, requiring the offeror to deliver a fully compliant SPS2000 system including the main unit, a DC Pulse Generator Upgrade rated for 70kN/300A (46kVA) with an option to scale to 3000A, Cal Nano upgraded high-strength graphite tooling, a dedicated control computer, a chiller system, and a front-mounted glove box. All items must be delivered no later than July 30, 2026, to the Waterways Experiment Station at 3909 Halls Ferry Road, Vicksburg, Mississippi, with delivery point of contact Jared S. Cobb. The acquisition uses a Firm Fixed Price arrangement and requires full compliance with federal regulations including Buy American, Defense Priorities and Allocations System, and sustainable product mandates. The contractor must adhere strictly to MIL-STD-130 and MIL-STD-129 for item marking, shipment labeling, and machine-readable unique item identification, and report all required data elements through WAWF upon delivery. Offerors must maintain an active SAM registration, provide a completed Proposal Data Sheet, and certify compliance with prohibitions on internal confidentiality agreements, security exclusions, and human trafficking. Technical acceptability is a pass/fail gate; failure to meet the exact specifications renders the offer unacceptable. Payment processing requires electronic submission via WAWF, with invoices routed to designated email addresses and a mandatory copy sent to the technical POC to prevent delays. The contract includes options to increase output capabilities and add the chiller unit, with all pricing submitted in accordance with the defined line-item schedule.
