The Space and Naval Warfare Systems Command (SPAWAR HQ), supporting the Program Executive Officer for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communication Program Office, intends to award a Firm-Fixed-Price purchase order for three Landshield systems exclusively to Raytheon Systems Limited (RSL) in the United Kingdom. These systems are specialized Anti-Jam (AJ) Global Positioning System (GPS) antennas designed for small, lightweight applications and integrate a multi-element antenna with processing electronics to protect GPS signals in platforms where size, weight, and power are constrained. Raytheon is the sole owner and developer of the proprietary technology and software that comprise the Landshield system, making it the only source capable of meeting the Government’s needs as outlined under Federal Acquisition Regulation (FAR) 6.302-1 for sole-source procurement. The purchase order is intended to support testing activities to evaluate the performance of these advanced AJ GPS antenna systems. The Government emphasizes that this announcement is not a solicitation but a notice of intent to proceed without competitive bidding due to the unique nature of the technology. Subcontracting opportunities may be available, and interested parties are directed to contact Raytheon’s designated representative. The Government also clarifies that it is under no obligation to award the contract and will not cover any costs incurred prior to the award. Information provided is subject to change, and the Government retains sole discretion over the procurement process.

The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Program Executive Officer for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communication Program Office (PMW/A 170), hereby publicizes its intention to solicit, negotiate and award a Firm-Fixed-Price (FFP) purchase order for three (3) Landshield systems on a sole-source basis to Raytheon Systems Limited (RSL), located at The Pinnacles, Harlow, Essex CM19 5BB, United Kingdom. The systems will be procured on a firm-fixed-price basis. RSL is the sole proprietary owner of the Landshield system and as such, has developed and produced the Landshield system, using a RSL developed technology and code. The RSL Landshield system is a small, light-weight Anti-Jam (AJ) Global Positioning System (GPS) antenna system consisting of a multi-element antenna and AJ processing antenna electronics within a single integrated package. The Government requires the Landshield systems for testing efforts to determine performance of small form-factor Anti-Jam (AJ) GPS antennas which could offer protected GPS solutions for Size, Weight and Power (SWAP) constrained platforms. Based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 6.302-1. Firms interested in subcontracting opportunities should contact Steven Vanderheide at contact@example.gov. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete these efforts is solely within the discretion of the Government. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement. The Government is not responsible for any costs incurred and/or money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change.
