SPECIAL COUNSEL – WORKPLACE INVESTIGATIVE SERVICES

The City of Camden is seeking to establish a Qualified Pool of sole proprietors, solo practitioners, companies, or law firms to provide workplace investigative services on an as-needed basis. Under the direction of the City Attorney, selected contractors will conduct objective investigations into matters such as harassment, discrimination, hostile work environments, retaliation, employee or supervisor misconduct, fiscal and ethics improprieties, and complaints related to OSHA, the Equal Pay Act, and the FLSA. Key deliverables include developing comprehensive records of evidence, providing oral reports of findings, submitting written investigation reports upon request, and testifying in legal or administrative proceedings. The term of engagement for appointed contractors is one year, with expected attorney hourly rates ranging between 150 and 250 dollars. Proposals must be submitted electronically via the Bids&Tenders portal by October 27, 2026, at 11:00 AM. An evaluation committee of at least three members will score respondents based on their understanding of the scope, expertise, past performance, municipal experience with collective bargaining agreements, available resources, key personnel qualifications, and flexibility. Required submission documents include a W-9, Statement of Ownership Disclosure, Non-Collusion Affidavit, N.J. Business Registration Certificate, EEO/Affirmative Action Compliance forms, and certifications regarding prohibited activities in Russia or Belarus. Awarded contractors must maintain insurance from a carrier with a Best’s rating of at least A, name the City of Camden as an additional insured, and comply with various New Jersey state laws and the Americans with Disabilities Act.
