The contract involves a Request for Prototype Proposals issued by Advanced Technology International, operating as SCRA Applied R&D, on behalf of the Deputy Assistant Secretary of Defense for Emerging Capabilities and Prototyping in collaboration with the Department of Defense Chief Information Office. The objective is to develop prototype methods to characterize LTE User Equipment emissions under various user load scenarios, LTE configurations, and electromagnetic environments at the sector level. Additionally, the effort seeks to expand the range of base station morphologies beyond the traditional urban/suburban and rural categories, and to evaluate the cumulative interference caused by UE uplink transmissions on LTE base station receivers, considering scenarios with and without external interference. This Special Notice is targeted at members of the National Spectrum Consortium and other qualified entities within the U.S. technology sector. Parties outside the consortium must join the NSC to participate. The solicitation, posted in May 2016 under NAICS code 541330, is managed through the Department of Defense office at Picatinny Arsenal, New Jersey. All relevant details, including submission instructions and points of contact, such as Kristen Kachur, are available through the National Spectrum Consortium website and the official federal workspace link. The initiative aims to advance spectrum management capabilities by improving the understanding and modeling of LTE network interference dynamics, supporting more effective spectrum sharing and deployment strategies.

This Special Notice is to advise interested members of the National Spectrum Consortium (NSC), as well as other interested parties within the U.S. technology base, that a Request for Prototype Proposals (RPP) has been issued by Advanced Technology International dba SCRA Applied R&D for the Deputy Assistant Secretary of Defense, Emerging Capabilities and Prototyping (ODASD, EC&P) in partnership with the Department of Defense Chief Information Office. The purpose of the RPP is to develop prototype approaches and models that: Characterize LTE UE emissions under a variety of user load conditions, LTE configurations, and electromagnetic environments at the sector level; provide a fuller range of base station morphologies (beyond the two existing morphologies of Urban/suburban and rural developed by CSMAC Working Group X); and assess the aggregate interference from the UE uplinks that may operate within an LTE deployment with and without external interference to the LTE base station receivers. Interested parties are directed to www.nationalspectrumconsortium.org where all information regarding this RPP can be obtained. Non-NSC parties must join the NSC to respond to this notice. Any questions concerning the RPP found at www.nationalspectrumconsortium.org should be addressed to the SCRA Applied R&D point of contact listed in the RPP.
