Special Notice on Federal Business Opportunities Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. In accordance with FAR 13.106-1(b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available." Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." Please note this purchase is set-aside exclusively for small businesses only in accordance with FAR 19.502-2. No large businesses that reply to this notice will be taken into consideration. FEMA intends to award this purchase order to FastLane Emergency Vehicles (a.k.a. Autolycus Industries Inc.) DUNS # 016641222 for the purchase of various parts and installation services including Emergency LED lights radios, and sirens, and K-9 conversions into FEMA's Government-owned Police Department Vehicles. The vendor noted above is located within 15 miles of the Mt. Weather Emergency Operations Center (MWEOC) and therefore, the time, personnel and distance to transport the vehicles to and from the vendor's facility will be greatly reduced compared to that of other vendors discovered during Market Research. The location of the vendor also allows for the vehicles to be placed back into duty in a much faster and reasonable capacity in comparison to other vendors.
