Innovation, Science and Economic Development Canada (ISED) is seeking an independent contractor to verify that the Power Auctions software correctly implements the final auction rules in accordance with the Policy and Licensing Framework for Spectrum in the 26 GHz and 38 GHz Bands for determining winning bidders and the prices they will pay. The contractor will develop and implement software based on the rules for the mmWave auction. The contractor will use this software to test and validate the Power Auctions software during the acceptance testing process in advance of the auction, as well as to verify the final allocation of the auction results. If a discrepancy is detected between Power Auctions' and the contractor's software, the contractor will work with ISED to identify the cause of the discrepancy and recommend and assist in implementing a solution. Solicitation # FA302026Q0087
Solicitation FA302026Q0087 is a request for quotes from the 82d Contracting Squadron at Sheppard AFB, Texas, for the creation of an Automated Student Processing System. The project requires a turnkey commercial or modified commercial web application to automate student in and out-processing, replacing paper-based routing with a digital platform hosted within the Air Force Network's Microsoft Office 365 site collection. The system must support role-based access, CAC-based authentication and signatures, and maintain strict compliance with PII and CUI program requirements, including the Privacy Act of 1974 and DoD cybersecurity standards. The government intends to award a single Firm Fixed Price contract consisting of a one-year base period with four additional one-year option periods. This requirement is a total small business set-aside with the updated NAICS code 513210 for Software Publishers. The government will utilize a best-value evaluation process, considering technical suitability, scalability, and price, with a 10 percent price preference for HUBZone small business concerns. While the place of performance is Sheppard AFB, on-site presence is only required for delivery, configuration, and training, with subsequent technical support provided remotely. All offers must be submitted via email to the designated contracting personnel by 2:00 PM CST on September 14, 2026. Note that funds are not currently available, and no award will be made until funding is secured.
