The contract seeks firm fixed price (FFP) quotations for Spellman HV Power Supplies or their equivalent, requiring all-inclusive pricing that covers freight, tariffs, packing, and handling fees delivered to Brookhaven National Laboratory (BNL) in Upton, New York. Quotes must be submitted in the requesting individual’s name, with no separate line items for freight or additional fees, emphasizing a comprehensive single price. For foreign products where all-inclusive pricing is not feasible, BNL will act as the importer with Delivered At Place (DAP) Incoterms and will utilize BNL’s freight forwarder. Vendors are encouraged to offer any available discounts as part of their best price submission. Quotations must include key details such as country of origin, Unique Entity Identifier (UEI), lead time, and shipping origin. Vendors must provide a published price list or equivalent online pricing evidence for DOE pricing justification. U.S. vendors are required to be registered in the System for Award Management (SAM) with a valid UEI, ensuring compliance with federal reporting. Alternate products may be offered but must meet or exceed specified performance parameters, with documentation for equivalency evaluation subject to BSA approval. Awards will be made based on the lowest total price and meeting technical specifications, with pricing validity of 60 days. Late submissions may be considered only if in BSA’s best interest, and any resulting purchase order will adhere to the attached terms and conditions. The solicitation closes on January 14, 2026, with communications managed through the designated BNL contact.

IMPORTANT NOTE:

Freight along with Tariffs and any Packing & Handling fees are to be included in the “All-Inclusive” price of the item delivered to BNL. *The BNL PO will NOT have a line for freight or extra fees. Please include all costs in the price of the product.

If "ALL INCLUSIVE" pricing described above is not available for foreign products, BNL must be the importer on record:  The Incoterms shall be “DAP” along with the utilization of BNLs Freight Forwarder to be provided.

Please offer BSA any discounts available for your Best Price.

Items to be quoted or its Equivalent per attached Enclosure A Draft PO:

Please provide the following on your quote:

1.  Country of Origin (COO)

2.  Unique Entity Identifier (UEI)

3.  Lead Time

4.  Ships from “Country or State”

Please also return the following along with your quote:

1.         Please provide a Published Price List that is available online. The Department of Energy requires that we justify our pricing.  If an online Published Price List is not available, a redacted invoice from another customer that purchased the same or similar items in the past would suffice or a webpage screenshot of the same item showing online pricing

2.         System For Award Management (SAM):

In order to support DOE reporting requirements, BSA requires all its vendors/contractors to be registered in the U. S. Government supplier database entitled System for Award Management (SAM) with their Unique Entity ID number (UEI#).  Registration can be performed online at www.sam.gov.  If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.  Please note that there is no charge for SAM registration. When registering, you are strongly urged to copy and paste www.sam.gov onto your browser address rather than utilizing your search engine.  Utilizing your search engine may redirect you to an erroneous site.  You may obtain assistance in completing your registration by contacting the Federal Help Desk at +1 (555) 000-0000 or by contacting your local Procurement Technical Assistance Center (PTAC), which can be found at https://www.aptac-us.org

*Foreign vendors are not required to be registered in SAM but must fill out a AMS-Form-050 when applicable.

3.        Equivalent Guidelines:

The parts or model numbers are listed for reference purposes only. Any alternate products being offered shall have equivalent, or greater, performance parameters to those specified. Suppliers that are offering alternate products shall list the manufacturer, model, and part numbers for the product. When quoting an alternate product, please provide sufficient documentation to permit thorough evaluation of the equivalency of your offer to the product specified.  BSA reserves the right to determine equivalency.

4.         Basis of Award:

BSA will make award to the responsive and responsible offeror who submits the lowest total price and who meets all of BSA’s technical requirements, as stated herein.

5.        Pricing: shall remain valid for 60 days

Quotations will be opened in private. Quotations, including their withdrawal or modification, received after the closing date shall be considered late. Such responses will only be considered for award if it is in BSA’s best interest to do so.

Any resulting purchase order will be subject to the attached Terms and Conditions.
