Spill Response BPA

The 375th Contracting Squadron at Scott Air Force Base, Illinois, is seeking to establish a Blanket Purchase Agreement for emergency Oil and Hazardous Substance/Hazardous Waste spill response, sampling, and cleanup services at SAFB and within a 25-mile radius of the installation. This BPA, solicited under FA440726QS001, will be awarded on a Lowest Price Technically Acceptable basis, with technical acceptability evaluated on a pass/fail basis before selecting the lowest-priced compliant offeror. The contract spans Fiscal Years 2026 through 2030, with services triggered by individual call orders when the base spill team is unavailable or overwhelmed. Contract performance is required at Scott AFB, IL, and off-site locations within 25 miles, involving rapid containment, cleanup, site restoration, and compliance with federal, state, and DoD regulations including CERCLA, RCRA, Clean Water Act, OSHA, and 40 CFR Parts 260–299. All personnel must hold current 40-hour HAZWOPER certification and be certified Hazmat Technicians; certifications and equipment maintenance records must be submitted at award and renewed annually. Contractors must provide fully maintained equipment such as vacuum trucks, excavators, and sorbents and produce documentation verifying VOCs, SVOCs, TPH, BTEX, metals, and pesticide sampling in aqueous and solid media. The contract mandates strict compliance with cybersecurity and data protection standards including DFARS 252.204-7012 for safeguarding covered defense information and cyber incident reporting, as well as prohibitions on the acquisition of certain telecommunications equipment and materials from the Xinjiang Uyghur Autonomous Region. All contractor personnel must undergo LEADS background checks to gain installation access, possess valid U.S. work authorization, and comply with REAL ID requirements; unauthorized access or failure to report violations may result in denial of entry or termination. Invoicing must be conducted electronically via Wide Area WorkFlow using specific document types based on contract line item structure, and payments will be processed through electronic funds transfer. Small business subcontracting plans are required under multiple FAR and DFARS clauses, with liquidated damages applicable for noncompliance. Contractors are prohibited from performing inherently governmental functions, and all program decisions remain under exclusive government control to mitigate organizational conflicts of interest.
