Sponsor A Highway

The Delaware Department of Transportation (DelDOT) is soliciting proposals under solicitation number 2219S for a Maintenance Provider to manage the Sponsor-A-Highway Program. The selected provider will be responsible for recruiting and managing sponsors to fund litter removal services on limited-access highways, including I-95, I-495, I-295, SR 141, SR-1, the Puncheon Run Connector, and US 301. The contractor must provide all necessary personnel, equipment, and supplies to perform litter removal at least 20 times per year per segment, with a frequency of twice monthly from April 1 to November 30 and once monthly from December 1 to March 31. All activities must comply with the Delaware Department of Transportation Manual On Uniform Traffic Control Devices (DEMUTCD), NCHRP350 / MASH guidelines, and state laws. The contract is for a three-year term with an option for one two-year extension based on performance and DelDOT satisfaction. Key requirements include twice-monthly safety training for crews, the submission of monthly trash removal schedules, and weekly litter reports. The provider must maintain commercial general liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, along with worker's compensation. Proposals must be submitted as PDF files via the designated portal by October 29, 2026, and must include a Certification of Eligibility and a Subcontractor Information Form. Award selection will be determined by a Selection Committee ranking process.
