The City of Cedar Rapids is issuing a Notice of Request for Bid for the Spring 2025 Right-of-Way Tree Planting project, funded through a US Forest Service Grant and managed by the Parks and Recreation Department. Bids must be submitted electronically via the City’s designated online procurement portal, IonWave, by 3:00 pm on March 13, 2025. The project involves planting trees along the right-of-way in the downtown area, with a contract value estimated between $50,000 and $250,000. Bidders are responsible for ensuring their responses are correctly submitted through the portal, as the City will not accept email, fax, or hard copy submissions. The bid opening will occur immediately after the deadline, and a bid tabulation will be shared with all bidders post-award, which will be kept confidential until the selection is announced. Bids can be withdrawn prior to the closing time but cannot be modified or withdrawn for sixty days afterward. The contract will be governed by standard terms and conditions, including requirements for insurance certification, ADA compliance, and adherence to Iowa’s open records law. The process emphasizes transparency, with detailed instructions for proposal submission, evaluation criteria, and restrictions on contact during the bidding process. The primary contact for inquiries is Heather Mell, reachable via email or phone. The project’s scope, along with contractual and procedural details, is outlined to ensure compliance and competitive bidding. This solicitation is part of the City’s broader efforts to enhance urban forestry and community infrastructure through federally supported initiatives, with a focus on transparency, legal compliance, and fair competition among qualified vendors.
