Delivery confidence is assessed based on lead time after award—high confidence if within 60 days, satisfactory between 61 and 90 days, and low confidence beyond 90 days. Price is evaluated for fairness and reasonableness, but the government will use a trade-off approach, favoring the most advantageous proposal when combining technical and delivery performance over lowest cost alone.
