Solicitation SPE7M4-27-T-0069, issued by the DLA Land and Maritime Fluid Handling Division, is a request for quotations for 362 helical torsion springs (NSN 5360-00-564-4778). The procurement requires the delivery of a single unit for First Article Testing (FAT) to Tinker Air Force Base within 90 calendar days of contract award, with the final delivery of the remaining quantity due within 322 days. Technical compliance is governed by Basic Drawing 81205 30-1415 Revision C and associated quality assurance provisions. This contract contains strict export control requirements under ITAR and EAR, meaning technical data cannot be disclosed to foreign persons without prior authorization. Eligible contractors must possess an approved US/Canada Joint Certification Program certification and complete specific DLA export-control training. Additionally, the solicitation incorporates CMMC Level 2 certification requirements and mandates the use of the Wide Area WorkFlow system for electronic invoicing. Offerors are encouraged to provide quantity ranges due to demand volatility and must comply with the Buy American Act and Berry Amendment regarding domestic material restrictions. Quotes must be submitted via DIBBS by October 13, 2026.
