SR-33 Pavement Preservation Project

The California Department of Transportation District 7 is implementing the SR-33 Pavement Preservation Project in Ventura County to extend the service life, ride quality, and safety of State Route 33. The scope of work covers the area from postmile 6.3 to 13.49, specifically from 0.6 miles south of Parkview Drive to 0.1 miles north of Foothill Trail in Casitas Springs and Ojai. Key project deliverables include upgrading asphalt pavement, curb ramps, traffic signals, and crosswalks, as well as replacing existing metal beam guardrails with the Midwest Guardrail System. To enhance multi-modal mobility, the project will install ADA-compliant pedestrian infrastructure, new sidewalks, and bus pads with shelters. Additionally, a specific section between postmile 8.45 and 9.12 will be reconfigured from five lanes to three lanes to incorporate bike lanes on both sides of the road. The project has undergone environmental review under NEPA and CEQA, resulting in a Finding of No Significant Impact and a Negative Declaration, confirming that the project will not have significant environmental effects. Administrative compliance includes adherence to Title VI of the Civil Rights Act of 1964 and ADA standards. The Caltrans Resident Engineer is responsible for the review and acceptance of the Water Pollution Control Program. Project administration is led by Christopher Laurel, Senior Environmental Scientist. The project was approved by the California Transportation Commission in December 2025, with associated environmental filing fees paid to the California Department of Fish and Wildlife.
