AI Contract Overview

The contract involves a single-source procurement by Lee County Public Safety for the continued provision of VPN Text-to-911 services from Telecommunication Systems, Inc., a subsidiary of Comtech Telecommunications Corp. This service enables the receipt of text and multimedia messages by Public Safety Answering Points, facilitating emergency reporting to law enforcement, fire departments, and EMS. The justification for selecting a single source is based on the fact that Telecommunication Systems is the sole provider of this specific VPN Text-to-911 platform currently integrated into Lee County’s emergency response infrastructure. Maintaining this service without interruption is critical for public safety, and transitioning to a new provider would entail significant costs, system reconfiguration, and potential operational disruptions. The procurement approach emphasizes the importance of continuity, cost-efficiency, and technical compatibility, leading to the decision to utilize a single-source method. The contract, titled SS250371KCW, is valued between $500,000 and $1,500,000, with a posted date of August 21, 2025, and a response deadline of September 12, 2025. Interested vendors are encouraged to contact Kevin Walker of Lee County Procurement Management for review if they believe they can supply the service. The contract aims to ensure uninterrupted emergency communication capabilities, supporting Lee County’s ongoing commitment to public safety and emergency response effectiveness.

Full Description

*** THIS IS NOT A BID ***   The description of services intended for purchase from a single source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days.   Commodity or Service Required: Purchase of VPN Text to 9-1-1 Service   Description: Lee County Public Safety seeks to execute a single-source procurement for continued VPN text-to-9-1-1 service by Telecommunication Systems, Inc. This service is presently in use and allows for text and multimedia messages to be accepted by Public Safety Answering Points for the purpose of reporting emergencies to law enforcement, fire departments, and emergency medical services.   Intended Single Source: Telecommunication Systems, Inc., a wholly owned subsidiary of Comtech Telecommunications Corp.   Justification for Single Source Acquisition: Telecommunication Systems, Inc. is the only provider of the VPN Text to 911 service currently utilized by Lee County Public Safety. Due to the critical nature of the service, the need for uninterrupted and compatible operations, and the existing investment in the current platform, it is in the best interest of the agency to proceed with a single-source procurement. This ensures public safety continuity, cost-efficiency, and adherence to technical and legal standards. Telecommunication Systems’ VPN text-to-911 is currently an integral component of the 911 services provided by Lee County Public Safety, supporting critical emergency response operations. The system is already fully implemented and integrated with the County’s infrastructure, ensuring seamless communication and dispatch. Migrating to another provider at this stage would require significant investment in new equipment, training, and system integration, making such a transition cost-prohibitive and potentially disruptive to emergency services.   Recommended Procurement Approach:
For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Telecommunication Systems, Inc., to supply the above.   Respond to: If your firm feels they have the ability to supply the above, please contact Kevin Walker, Lee County Procurement Management at contact@example.gov for review
