The State of Idaho, through the Department of Administration and the Department of Health and Welfare, has issued a sole source authorization for the procurement of a reconditioned LIAISON XL Analyzer and associated consumables from DiaSorin. This procurement is justified by DiaSorin's status as the only manufacturer providing a fully automated, FDA-approved chemiluminescent immunoassay platform capable of performing QuantiFERON TB Gold Plus testing, which is essential for public health surveillance and outbreak response. The agreement covers a five-year term from June 1, 2024, to May 31, 2029, with an estimated total contract value of approximately 289,561.26 dollars. This total includes the equipment rental, a one-time LIS allowance, annual service fees, and the ongoing purchase of reagents and disposable tips. The contract is governed by commercial terms, including F.O.B. origin shipping and a requirement for the customer to report any delivery defects within 10 calendar days. Key obligations include the designation of a key operator for technical support and strict adherence to HIPAA, HITECH, and ARRA standards for the handling of protected health information. Additionally, the customer is bound by a five-year confidentiality agreement regarding contract terms and pricing. The supplier retains ownership of equipment provided under reagent rental programs and may file UCC financing statements to protect these interests. Payment is managed through supplier-initiated manual invoicing with a 30-day remittance period.
