The Idaho Department of Administration, Division of Purchasing, has issued a sole source authorization for the Idaho Department of Health and Welfare to procure Nonviolent Crisis Intervention Trainer Certification Training from Crisis Prevention Institute, Inc. (CPI). This non-competitive procurement, conducted under Idaho Code section 67-9221, is based on the proprietary nature of CPI's copyrighted and trademarked materials and its status as a nationally recognized best practice endorsed by SAMHSA. The training focuses on a person-centered approach to de-escalation and risk recognition to minimize physical interventions across seven adult crisis centers and three state hospitals, including the North, South, and West Idaho State Hospitals. The contract is established for a five-year term from May 1, 2024, to April 30, 2029, with a total estimated value not to exceed $500,000. Key deliverables include the certification of internal trainers using CPI's proprietary train-the-trainer model to ensure compliance with IDAPA 16.03.14 facility standards. Administrative oversight is managed by the Division of Purchasing and the Idaho Department of Health and Welfare, with any expenditures exceeding the $500,000 ceiling requiring written approval. Any renewal of this agreement will necessitate a mandatory five-year business and financial analysis to assess cost and the feasibility of alternative providers.
