The Idaho Department of Health and Welfare is seeking a non-competitive exemption from competition to procure annual maintenance and support for the RedSky E911 Anywhere service from Compunet, Inc. This request, filed under IDAPA 38.05.01.042.05.vi, is based on the service's deep integration with the agency's existing Cisco VoIP infrastructure and the necessity of maintaining compliance with federal FCC regulations regarding accurate emergency caller location data. The agency asserts that switching to an alternative solution would be impractical, unreasonable, and disadvantageous due to potential operational disruptions and high transition costs. The contract covers a performance period from May 13, 2024, to May 12, 2025, with a total fixed value of $3,691.30. This cost includes annual contract pricing for 145 phones and an E911 Anywhere PLUS Bundle supporting up to 499 Emergency Location Identification Numbers. The agreement includes a non-appropriation clause requiring 75 days' notice for termination due to lack of funds, with no refunds for prepaid amounts. The procurement is managed through the Idaho Division of Purchasing, with the final decision on the competition exemption remaining at the discretion of the DOP Administrator.

Solicitation # RFQu2610CPDEQ
The Idaho Department of Environmental Quality is soliciting qualifications for an indefinite-delivery/indefinite-quantity contract to provide technical assistance for the administration of IDAPA 58.01.13, the Rules for Ore Processing by Cyanidation. The selected contractors will provide engineering and scientific consultation, specifically reviewing cyanidation application materials and permitting documents to ensure compliance with regulatory requirements and industry best practices. The award process is based on a qualifications-ranking system evaluating firm history, relevant project experience, team qualifications, area familiarity, and the proposed project approach and schedule. A short list of the top five ranked vendors will be developed, and the agency will negotiate a detailed scope of work and fee schedule sequentially, starting with the top-ranked firm. Applicants must provide a professional engineer licensed in Idaho and adhere to strict submission guidelines, including a 55-page limit and electronic delivery via the IPRO Supplier Portal by December 11, 2026. The contract is subject to the State of Idaho Standard Contract Terms and Conditions, requires compliance with Davis-Bacon and Related Acts, and mandates that all records be maintained for three years following final payment.
