The Idaho Department of Health and Welfare is seeking a one-time exemption from competitive procurement under IDAPA 38.05.01.042.10 to ensure the continued operation of four Youth Behavioral Health Community Crisis Centers located in Boise, Idaho Falls, Twin Falls, and Nampa. The exemption is requested to avoid service disruptions for critical 24/7 youth crisis intervention services while funding transitions from legislative grants to the Idaho Behavioral Health Plan managed care organization. The designated providers for these services are Pathways of Idaho, Badger Health, ProActive Advantage, and Southwest District Health. The total exemption limit has been increased from 2.88 million dollars to 4.38 million dollars to cover higher than anticipated support costs. This funding is intended to sustain operations through September 1, 2024, with an interim funding rate of approximately 100,000 dollars per vendor per month to cover personnel, facilities, client services, and administrative overhead. The procurement process is non-competitive due to the specialized nature of the services and the existing infrastructure of the current providers. Suppliers were invited to provide information to the Division of Purchasing Administrator by April 15, 2024, to support or contradict the claim that competition would be impractical or disadvantageous to the state.
