Full Description

The Social Security Admistration intends to negotiate with the Montana Educational Telecommunications Network, located in Helana, Montana, on a sole source basis under the authority of Section 4202 of Pu. L. 104-106 and the Federal Acquisition Regulations Subsection 13.501. SSA intends to purchase state-wide sit provisioning, scheduling, access and operation of compressed video services for the Office of Disability Adjudication and Review (ODAR) in Helena, Mt. The contractor will allow ODAR to use video telecommunications services provided by the State of Montana. This connection will allow ODAR to use the State of Montana-owned network transport services with Montana to deliver high quality citizen-centered services. ODAR requires the capability to provide services to people in remote areas of Montana. The multiple areas around in state offer the public access to SSA services via the state-owned Video Teleconferencing Network. METNET is the only known responsible source that is authorized by the state of Montana to provide the required services and facilities through their combination of wide geographic coverage throughtout montana and their technical expertise with video telecommunications. This is a notice of intent and a solicitation will not be issued. SSA will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. Responses must provide sufficient information for SSA to determine that a firm other than the METNET can perform the service. A determination by the Government not to compete this proposed order based upon responses to this notice is at the sole discretion of the Government.
