The contract centers on the comprehensive demolition and site preparation of the existing Veterans Memorial Stadium in Long Beach, California, to enable the future construction of the Stadium and Athletic Sports Complex (SASC). The scope encompasses full abatement and removal of all stadium structures including grandstands, seating, field surfaces, ticket booths, parking areas, fencing, landscaping, and related site improvements, in strict compliance with environmental and safety regulations. Hazardous materials must be identified, removed, and disposed of properly, while concrete and asphalt materials are to be crushed on-site and stockpiled for reuse in subsequent phases. Utility infrastructure must be modified extensively: existing water, gas, and electrical systems serving the central plant and campus facilities will be rerouted, disconnected, or reconfigured with minimal disruption, and new meters, backflow preventers, and connections will be installed to serve future SASC buildings. Temporary utilities and electrical systems must be maintained to ensure continuous service to adjacent campus buildings and athletic fields. Site improvements such as temporary sidewalks and pedestrian pathways will be installed to maintain campus access during demolition. Coordination with the Long Beach Utilities Department is required for new water service connections and protective measures during construction. The bid requires a 10% bid bond, and the solicitation is issued under NAICS code 238910 by the Long Beach City College Purchasing & Contracts Department with a response deadline of June 23, 2026, following a postponed pre-bid meeting and bid opening due to Addendum 1. The contract includes clauses mandating that time is of the essence with a 15-day Notice to Proceed, a one-year warranty on workmanship, and a 120-day acceptance period. Contractor liability, inspection protocols, and audit rights are established, with work subject to review for conformity, merchantability, and freedom from defects. Insurance requirements are stringent, including Jones Act and USL&H coverage, and subcontracting is prohibited without prior written approval. The award will be based on a weighted trade-off evaluation favoring technical merit (80 points) over price (20 points), evaluating project approach, firm history, and staff qualifications. Proposals must be submitted in sealed paper and electronic format with proper acknowledgment of addenda, and compliance with immigration, anti-bribery, and Alabama sales tax certifications is required. All work must be performed according to applicable federal, state, and local codes with a clean, orderly site maintained throughout.
